Communication from the City Manager with a Request to ADOPT an ORDINANCE Amending the PEORIA URBAN ENTERPRISE ZONE DESIGNATING ORDINANCE to Add Units of Local Government and Amend Territory.

BACKGROUND: In December 2014, the City of Peoria, Peoria County, Village of Peoria Heights and the City of West Peoria submitted a joint application for a multi-jurisdictional Enterprise Zone.  The new Enterprise Zone, named the Peoria Urban Enterprise Zone, was approved and certified by the State of Illinois.  The Peoria Urban Enterprise Zone became active on January 1, 2016.

 

Each of the four units of local government divided the allowable Enterprise Zone square miles according to the table below.  Note that the chart below includes the addition of Junction City and Gateway at River City as approved by City Council on March 22, 2016.

Peoria County has requested to add three new units of local government to the Peoria Urban Enterprise Zone: Village of Bartonville, Village of Bellevue and the Village of Mapleton.  Peoria County’s 4.55 square mile cap will be reduced to provide square miles to the new units of government.  The City of Peoria’s 10 square miles will not be reduced.  The chart below reflects the proposed split of the Peoria Urban Enterprise Zone’s 15 square miles.

The Amending Ordinance also corrects a few minor issues that were in the original Designating Ordinance: 

 

                     Currently, the Designating Ordinance states that the units of government shall waive building, zoning or permit fees in connection with a project being undertaken in the Enterprise Zone.  The amended Ordinance replaces “shall” with “may”. 

 

                     The Zone Management Structure has been updated to include the new units of government.

IMPACT IF APPROVED:  Three new units of government will join the Peoria Urban Enterprise Zone, the map of territory will be amended and language in the Designating Ordinance will be updated.

 

IMPACT IF DENIED:   The new units of government will not be able to participate in the Peoria Urban Enterprise Zone.
