BACKGROUND:
On April 22, City Council Approved Item #14-112(A) for a professional engineering agreement with Terra Engineering, Ltd. for land acquisition services on the University Street Project, Nebraska Avenue to War Memorial Drive. Public Works and Terra Engineering Staff and the Right-of-Way (ROW) Acquisition Expert with Terra Engineering have undertaken appraisal and negotiation for acquisitions of the needed right-of-way (ROW) along the west side of this University Street project.
 
The negotiation and appraisal of a portion of Parcel 14-32-376-007 resulted in an offer to purchase 2,906.00 square feet (0.067 acres) that will allow a sidewalk to be installed along University Street to promote a pedestrian friendly path. The $12,218.00 payment for 2,906 square feet is a highly-competitive offer that the Commercial property owner, Parkview Cemetery, has agreed to accept.
 
FINANCIAL IMPACT:  The $12,218.00 ROW Purchase will be paid by use of State Motor Fuel Tax funds from Project M12000 for the University Street Section, Nebraska Avenue to War Memorial Drive.
 
NEIGHBORHOOD CONCERNS:   The Right-of-Way Acquisition will provide public land to build a safe and pedestrian-friendly walking environment on a segment of University Street where none currently exists.
      
IMPACT IF APPROVED:  Staff can continue to implement the University Street project with a Winter 2015 bid. Illinois DOT requires all ROW on State MFT projects to be cleared prior to bidding.
 
IMPACT IF DENIED:   The University Street Project will not be permitted for bidding by IDOT, and the Project will be delayed. Construction could occur in a single season if ROW is cleared before the anticipated bid date. Any delays would cause a two-year construction of University Street. Sheridan Road, from McClure Avenue to Richmond Avenue, is anticipated for bridge and roadway replacement in 2016. Having parallel sections of both University Street and Sheridan Road under construction in 2016 would cause highly negative impacts to the immediate north of Interstate 74.
