Communication from the City Manager and the Interim Police Chief with a Request to APPROVE the SOLE SOURCE PURCHASE of (1) One Police Canine with a Specialty in Explosives Detection and Patrol Function from SOUTHERN POLICE CANINE, INCORPORATED, Located in Spring Hope, North Carolina, in the Total Amount of $16,000.00.

BACKGROUND:  The City of Peoria Police Department K-9 Unit lost our only bomb detection canine due to the promotion of the handler and age related health issues of the canine.  This particular canine was used in our community for explosive detection and tracking and apprehension of suspects as well as detection work during dignitary visits and sensitive events.  The loss of this canine leaves the department without the resource of an expert explosives detection canine to respond to bomb threats, the ability to clear areas prior to the arrival of dignitaries to our city, and patrol K-9 work.

 

Funds will come from account #101-2140-561-3999 Police Services.  The purchase includes training for the canine and selected Officer.  The sole source purchase from Southern Police Canine Incorporated, is necessary to maintain consistency in training methods and procedures established in the K-9 Unit.  This Vendor has provided all of our canines and initial training since 1996.  The vendor conducts a yearly certification with our canines and K9 Officers. A total of (14) fourteen canines have been purchased from the current vendor. The vendor has provided outstanding canines, service, and support throughout our twenty-two year business relationship.

 

FINANCIAL IMPACT:  $16,000.00 for training and the purchase of one canine to be paid entirely from the Police Services Account.  The sole source purchase will be completed with Southern Police Canine, Incorporated; Spring Hope, North Carolina.

 

NEIGHBORHOOD CONCERNS:  None

 

IMPACT IF APPROVED: The Police Department will maintain the ability to search for suspects, evidence, and explosives enhancing the safety of the community.

 

IMPACT IF DENIED: Suspects, evidence, and explosives may remain undiscovered without the assistance of the expert searching capabilities of the canine unit.
