Communication from the City Manager and Director of Public Works with a Request to ACCEPT the Low BID of ILLINOIS CIVIL CONTRACTORS, INC., in the Amount of $103,743.59, and APPROVE a CONTRACT for the EUGENIE AVENUE RECONSTRUCTION, with an Additional Authorization of $10,374.36 (10%) for Contingencies, for a Total Award of $114,117.95. (Council District 4)

BACKGROUND:  W Eugenie Avenue between N Sterling Avenue and N. Rockwood Drive is in poor condition. The PCI is 43.  Eugenie is an important connector for local and commercial traffic. This project is a one-block concrete roadway reconstruction project. We anticipate construction will be completed in about one month. Along with the base bid for the main project components, there was also an alternate bid for paint striping. Public Works often does striping for our road projects but an alternate was included in case staff is unable to complete this work as needed.

 

Hermann & Associates, LLC prepared the plans and specifications. Public Works received bids on August 10, 2021, with three bidders submitting. The results are shown below:

Illinois Civil Contractors (ICCI) is a local business that has successfully performed work for the City many times in the past.

 

The company will be utilizing one minority owned subcontractor, Lizz Trucking, to provide trucking services, equaling 3.86% of the contract amount. Two women owned subcontractors, CJL Landscaping and Varsity Striping, will provide landscaping and striping services equaling 15.33% of the contract amount. The scope of work on this project is limited and includes, traffic control, pavement removal, concrete pavement, striping, and landscaping. Since the prime contractor will be self-performing most of the work in the bid package, it is difficult to meet the subcontracting goals for the project. ICCI’s bid utilized the largest MBE/WBE percentages of the contractors bidding the project and was the only contractor to utilize a MBE subcontractor.

 

ICCI has committed to meeting the 18% Minority hours worked on the project and 3% female. They have successfully met the workforce utilization on the recent Sheridan Road project utilizing 22.7% minority (18% goal) and 6.4% women (3% goal)  Staff will monitor and make sure a Good faith Effort is made to reach these goals.

 

FINANCIAL IMPACT:  The Project will be funded through Project #R2113 from the Roadway Infrastructure Projects identified in the Community Investment plan.

 

NEIGHBORHOOD CONCERNS:  Well-maintained infrastructure is a benefit to all neighborhoods.

                     

IMPACT IF APPROVED: Eugenie Avenue will continue on schedule to be reconstructed in 2021.

 

IMPACT IF DENIED:  The contract will not be awarded, and Eugenie Avenue will not be reconstructed in 2021.

 

ALTERNATIVES:  As directed.
