BACKGROUND:  Funds for the Study of a Stormwater Utility were included in the 2014 Community Investment Plan. A Policy Session on storm water funding was held on March 4, 2014 (Refer to 14-084). At the policy session, Council requested to review any proposed Request for Qualifications (RFQ) for the engineering services. The RFQ was submitted to Council and approved on June 10, 2014 under Item #14-151.  
 
A Stormwater Utility is a designated funding source for projects and programs associated with storm water drainage. A fee is determined, usually according to the water-shedding characteristics of a property. Properties with large roofs and parking lots would pay a higher fee than properties with large areas of grass.  Steps to establish a Stormwater Utility include a Funding Feasibility Study, Public Involvement process to determine how the fee is calculated and the desired projects to undertake, a Preliminary Rate Study, and then determining all property charges and preparation of a Stormwater Utility Ordinance to be considered by the City Council. A designated funding source for drainage programs and projects can be used for the City's Combined Sewer Overflow Long Term Control Plan, as well as for pro-active maintenance on its aging storm sewer infrastructure. This stormwater utility development would be a one-time effort. If established, the Stormwater Utility would operate as an enterprise fund.
 
A Request for Statements of Interest and Qualifications for the proposed project was advertised in the Peoria Journal Star and on the City of Peoria web site.  Submittals were accepted on July 22, 2014 with four (4) teams submitting. The team leads were AMEC Environmental & Infrastructure, Inc., Christopher B. Burke Engineering, Crawford, Murphy & Tilly, Inc., and TERRA Engineering, Ltd.
 
The selection team included City Manager Patrick Urich, Assistant City Manager Chris Setti, Public Works Director Mike Rogers, City Engineer Scott Reeise, Civil Engineer Jane Gerdes and Civil Engineer Andrea Klopfenstein.  The selection criteria included project approach, schedule, and communication, quality and experience on similar projects, experience, innovation, CSO coordination, and other.
 
The selection team met to discuss the results and decided to interview all four teams. Interviews were held on September 5, 2014.  After the interviews, the selection team met to discuss the results and, after deliberation, the selection committee agreed by consensus that the best team would be a combination of the Crawford, Murphy & Tilly, Inc. team and AMEC. Crawford, Murphy & Tilly's team consists of MWH Americas and DBE Simantel.   City Staff negotiated with these two teams in order to provide the best possible stormwater utility master services team contracts and scopes of service.
 
CMT's contract and scope of services are attached. AMEC's contract and scope of services for the storm water utility services is presented to City Council for approval as another item on this Agenda as part of Task Order 8 of the CSO contract.
 
FINANCIAL IMPACT:  This project was included in the CIP with a budget of $350,000 in project number S14004. There is an additional $100,000 in the CIP for 2015.
 
NEIGHBORHOOD CONCERNS:   There will be an extensive public education, involvement and outreach component as part of this project.
      
IMPACT IF APPROVED:  Public Works will proceed with the evaluation of a storm water utility.  The Ordinance to create a Storm Water Utility would come before City Council for adoption.
 
IMPACT IF DENIED:   Public Works will not proceed with the evaluation of a storm water utility.   
 
ALTERNATIVES:   Provide direction to staff.
