Title

Communication from the City Manager, Manager of the Emergency Communications Center and Interim CIO of Information Systems with a Request to APPROVE a SOLE SOURCE PURCHASE from ERSI for ArcGIS GeoEvent Server Software, in the Amount of $31,500.00.

Body

BACKGROUND:

The upgrade of the Public Safety mapping services for the ADSI CAD/911 system has necessitated the acquisition of ESRI’s ArcGIS GeoEvent Server software to render the large amount of AVL (Automated Vehicle Locator) information being processed and rendered in real-time.  The upgrade of the CAD mapping system modernizes it to current standards and allows for improved mapping capabilities beyond the present MapForce limitations.  The new system will allow the display of first responder’s current position as well as inclusion of additional information including aerial photography, address locations, and other additional datasets crucial to expediting the response of Public Safety resources.

This requested purchase covers the acquisition of the GeoEvent Server software at a cost of $17,000 which will cover one year of software maintenance for four CPU cores.  It also includes a Jump Start installation at the cost of $14,500 which will utilize ESRI staff brought on-site to assist the GIS Manager in setting up all connections to the current ADSI system. This will minimize implementation issues and reduce the amount of time needed to get the map successfully up and running.

FINANCIAL IMPACT:  $31,500 will be expended from Information Systems 2019 Capital Investment Projects.
