CULLINAN & SON, INC., a Division of United Contractors Midwest, in the Amount of $1,131,931.00, and Award a Construction CONTRACT for the PROSPECT ROAD (KNOXVILLE AVENUE to BELMONT PLACE) MILL AND OVERLAY PROJECT, with an Additional Authorization of $113,069.00 (10%) for Contingencies, for a Total Award of $1,245,000.00. (Council District 5)

BACKGROUND:  Prospect Road from Knoxville Avenue to Belmont Place is in need of mill and overlay to improve the condition of the pavement before complete reconstruction becomes necessary. Prospect is a minor arterial connector with a pavement condition index (PCI) of 46. The project also includes replacing curb and gutter that is in poor condition and upgrading ADA ramps. Staff anticipates construction will be completed by October 31, 2022.

 

Infrastructure Engineering, Inc. prepared the plans and specifications. Public Works received bids on June 27, 2022, with one bidder submitting.

The Engineer’s estimate for the project is $819,146.00.

 

R.A. Cullinan is a local business that has successfully performed work for the City many times in the past.

 

The subcontractor utilization statement submitted by the prime contractor R.A. Cullinan demonstrates that the company will be utilizing the following WBE subcontractors: J.D. Traffic, Inc. for traffic control equaling 1.06% of the total contract amount; C and G Concrete Construction Company, Inc. for all concrete work equaling 40.24% of the total contract amount; and CJL Landscaping for topsoil and sodding equaling 1.57% of the total contract amount. The total WBE percentage is 42.87%; the goal is 5%. The subcontractor utilization statement further indicates that R.A. Cullinan will be utilizing the following MBE subcontractors: Lizz Trucking for trucking services equaling 0.51% of the total contract amount. The total MBE percentage is 0.51%; the goal is 10%. MBE participation goals are not met due to the lack of MBE contractors who responded to the request for bids from R.A. Cullinan.

 

On the current HMA Overlay Contract, the workforce utilization is 10.1% minority (18% goal) and 2.8% women (3% goal).  Staff will monitor and make sure a Good Faith Effort is made to reach the goals.

 

Staff recommends awarding this contract even though it is over budget. The project limits are Knoxville Avenue and the end of the city limits. There are no other logical termini. The project scope is limited, there will be a mill and overlay of the road surface, patching of the road as needed, required ADA sidewalk improvements and removal and replacement of curb and gutter that is in poor condition.

 

FINANCIAL IMPACT:  The Project will be funded through Project #R2203 from the Prospect Road Knoxville Ave to Belmont Place Mill and Overlay in the 2022 Community Investment Plan. The project is funded with American Rescue Plan Act (ARPA) funds. The project was originally budgeted with $800,000 in construction dollars. The Stormwater utility funds will be used to pay for the curb and gutter removal and replacement for $308,393.80. The remaining $136,606.20 will be funded with additional ARPA funds.

 

NEIGHBORHOOD CONCERNS:  Well-maintained roads are a benefit to all neighborhoods.

                     

IMPACT IF APPROVED: Prospect Road will continue on schedule to be milled and overlaid in 2022.

 

IMPACT IF DENIED:  The contract will not be awarded and Prospect Road will continue to deteriorate.
