Communication from the City Manager and Director of Community Development with a Request to APPROVE a RESOLUTION Accepting a GRANT from the Department of Housing and Urban Development (HUD) for the FY2022 ECONOMIC DEVELOPMENT INITIATIVE, COMMUNITY PROJECT FUNDING GRANT (CPF), in the Amount of $1,000,000.00.

BACKGROUND:  The former Harrison School site has sat abandoned and dilapidated for over a decade. It has become a dangerous, blighting influence on the neighborhood.

 

The city applied for grant funding as part of the federal budget request process to help offset the costs associated with demolition.  Congresswoman Cheri Bustos helped get the city a $1 Million award in Community Project Funding in the FY2022 Federal Budget. That award comes in the form of a grant administered by HUD.

 

Request for proposals for the demolition were requested last week and final costs and contractor selection should come before Council the second meeting in November.

FINANCIAL IMPACT:  The City of Peoria would receive a grant from HUD in the amount of $1,000,000.00 to demolish and restore the former Harrison School site.

 

NEIGHBORHOOD CONCERNS:  There is a continued need for additional resources to mitigate blighting influences, such as abandoned and vacant properties, in our community's neighborhoods. These funds will ensure completion of the demolition activities at the site.

                     

IMPACT IF APPROVED: The City would have $1,000,000 in grant funds from HUD to utilize for demolition and site restoration of the former Harrison School site.

 

IMPACT IF DENIED:  The City would not have sufficient resource for demolition and site restoration for the deteriorated school property.
