Communication from City Manager and Director of Public Works with a Request to APPROVE an INTERGOVERNMENTAL AGREEMENT Between the City of Peoria and COUNTY OF PEORIA for the Construction of a SIDEWALK on WILLOW KNOLLS from ALLEN ROAD to UNIVERSITY STREET, with an Estimated City Cost of $50,000.00. (Council District 5)

BACKGROUND: The City received a Transportation Alternative Program (TAP) grant to install sidewalk on the south side of Willow Knolls from where Allen Road and Willow Knolls reconstruction ended to University Street. The proposed agreement is concurrently being brought to City Council and the County Board for approval and contains the following significant commitments:
1. Sidewalk to be reconstructed, at least substantially, in 2021.
2. City will be the lead agency for design and construction engineering. City will hold all contracts with vendors for both governments. Both governments are party to all contracts.
4. City will serve as lead agency with IDOT and pay the local match of the reconstruction costs as required by federal funding.
5. City and County will fund 50% of the final project cost beyond grant funding, with the settling of expenditures reconciled at the end of the project. The estimated cost for the City is $50,000.00.
FINANCIAL IMPACT: The estimated total value of the project is $315,000.00. The estimated cost for the City is $50,000.00. The County will continue routine maintenance of the roadway and will assume financial responsibility for long-term upkeep.
NEIGHBORHOOD CONCERNS: This roadway has poor lighting and there is a lengthy gap in the sidewalk. Currently pedestrians walk on the roadway or the shoulder of the road causing a danger to pedestrians and motorists.
IMPACT IF APPROVED: The City and County will enter into an agreement to fund this project to improve the walkability of the area.
IMPACT IF DENIED: The City and County will not enter into an agreement and the funds will be returned to the Grant coordinator. Willow Knolls Road will remain unsafe for pedestrians.
