ACTION REQUESTED: 

Title

Communication from the City Manager and Director of Public Works with a Request for the City Manager to Execute an AGREEMENT with the ILLINOIS DEPARTMENT OF TRANSPORTATION in the Amount of $24,219.00, Plus Contingency, for the City’s Participation in an IDOT Project to MODERNIZE TRAFFIC SIGNALS at US ROUTE 150 at IL ROUTE 40 and IL ROUTE 40 at BIRD/FRYE. (Council District 5)

 

Body

BACKGROUND:  The State (IDOT), to facilitate the free flow of traffic and ensure safety to the motoring and pedestrian public, is desirous of modernizing existing traffic signals at US Route 150 at IL Route 40 and IL Route 40 at Bird/Frye, and by performing all other work necessary to complete the improvement in accordance with the approved plans and specifications. The City is desirous of said improvements in that same will be of immediate benefit to the motoring and pedestrian public and permanent in nature.

 

IDOT agrees to make the surveys, prepare plans and specifications, receive bids and award the contract, furnish engineering inspection during construction and cause the improvement to be built in accordance with plans, specifications and contract.

 

The City agrees to provide partial funding for this project to cover its share of the improvements at IL Route 40 (Knoxville Avenue) at Bird Blvd/Frye Rd. Please note that all costs are estimated. The City will be responsible for actual costs of the constructed items, except for traffic signal amounts, which shall not exceed 125% of the estimated amount.

 

The total cost of IDOT’s project is estimated at $525,665. Federal funding will provide $397,408 (75.60%) and State funding will provide $104,038 (19.79%). The City would be responsible for $24,219 (4.61%).

 

 

FINANCIAL IMPACT:  Funds for the City share of traffic signal and lighting improvements of $24,219 are available in the 2020 Community Investment Plan.

 

NEIGHBORHOOD CONCERNS:  The traffic signal equipment at the locations proposed in the IDOT project are in need of modernization, which will ensure that they will work safely and efficiently.

                     

IMPACT IF APPROVED: The traffic signal work proposed by the IDOT project can proceed on schedule with all planned components included.

 

IMPACT IF DENIED:  The IDOT project may be delayed, or the project may be awarded without including the necessary, City participating work.
