BACKGROUND:
A. Tax Increment Financing (TIF) Districts provide an opportunity to improve the City's infrastructure. The Elm-Reed Sewer Relocation project from the Southtown TIF was abandoned due to excessive cost for a small projected return. The MacArthur Highway Bridge Replacement project requires this Southtown TIF funding in order to begin the Phase 1 Preliminary Engineering designs for State and Federal Highway Administration approval.
 
On Item #14-029, Council had authorized reprogramming $450,000.00 from the MacArthur Highway Bridge Replacement Project to the Martin Luther King Jr Drive Reconstruction Project.  That removed all proposed funding from the bridge replacement. Staff recommends reallocating the Southtown TIF money from Elm-Reed Sewer Relocation to begin funding the preliminary engineering of the MacArthur Highway Bridge Replacement.
 
The MacArthur Highway Bridge, which spans to R.B. Garrett Avenue, is an aging structure along an arterial roadway. This structure was constructed in 1942 and received a maintenance renovation in 2001. The bridge's current load rate is 14 tons. The bridge has a sufficiency rating of 3.0, which makes it eligible for replacement through the State's Major Bridge Program. Ratings are on a scale of 1 to 100, with 100 considered as an entirely sufficient bridge, usually new; an entirely deficient bridge would receive a rating of 0.
 
A request was made through IDOT for FY2018 funding.  The City received notice from IDOT on April 17, 2013, that $4,840,000 in Illinois Major Bridge Program funds was approved for the replacement of the bridge, which represents 80% of the eligible construction and construction engineering cost estimated.  In June of 2013, the deteriorated micro silica surface of the bridge was removed and replaced with an asphalt overlay, to give a smooth driving surface and to attempt to extend the life of the bridge to FY 2018 when it will be replaced.
 
Funds that remain in the MacArthur Highway Replacement project after the supplement from the Elm-Reed project would assist in establishing Phase 2, Design Engineering services. These services will be requested at a later date.
 
B. Staff recommends approval of the Phase 1 Engineering contract with Infrastructure Engineering to ensure that the first-step of environmental and various studies would be completed before the Phase 2 Design of the bridge begins. The Construction of the Bridge would begin in 2018, but both Phase 1 and Phase 2 Engineering can each take up to a year when dealing directly with IDOT and FHWA.
 
FINANCIAL IMPACT:  Infrastructure Engineering, Inc. is a minority owned business. An additional 5% Woman Owned Business representation will occur on this Project.
 
 
The MacArthur Highway Replacement project will be funded utilizing the following:

NEIGHBORHOOD CONCERNS:   The entire community has access to use the MacArthur Highway Bridge. The City of Peoria owns several lots that are adjacent to the bridge. Staff and the Engineering Consultants will be holding a Public Meeting during the Phase 1 Engineering tasks as part of this project.
      
IMPACT IF APPROVED:  Staff can initiate the Phase 1 Engineering work, and the 2014-2018 Community Investment Plan will be placed on-track for a 2018 Bridge replacement.
 
IMPACT IF DENIED:   The engineering of the project will be delayed, and access to funding will become more difficult beyond Year 2014.
