BACKGROUND:  The city-maintained vacant lots which are the subject of this communication are owned by either the City of Peoria or the Peoria County Trustee.  The Peoria County Trustee acquires properties through the tax deed process.  The Trustee holds these properties on behalf of all taxing bodies until they are sold at auction.  If the properties are not sold at auction, they remain in the possession of the Peoria County Trustee indefinitely.  However, the Trustee does not maintain these properties.  The responsibility to maintain properties within the corporate limits of Peoria falls to the City of Peoria. 

 

The Community Development Department funds grass cutting and debris/litter removal on approximately 500 vacant County Trustee-owned properties, and Public Works funds it for approximately 300 city-owned vacant properties.  These numbers change monthly, as more property is purchased for various reasons.  Public Works has always been responsible for this work on City-owned property.  In early 2014, Public Works took responsibility for the mowing of County Trustee-owned properties and, late last year, acquired the debris/litter removal responsibilities, as well. Many times, vacant property is a prime spot for illegal dumping; however, this property cannot be mown until the debris has been removed.

 

Early this year, Public Works issued Request for Proposals for debris/litter removal on property owned by both the City of Peoria and the Peoria County Trustee.  An RFP format was used so that the City would get the best combination of price and businesses qualified to complete the work per specifications.  Nine (9) proposals were received, which were evaluated by Purchasing Manager Chris Switzer, Public Works Planner Randall Swenson, and Assistant Public Works Director Sie Maroon.  The proposals were evaluated based on contractor approach, experience, and price, qualifications and MBE/WBE participation. The three highest rated proposals, in order, were JIMAX, Steve Walton Construction, and All In One Restorations.  A summary of the proposals evaluations is attached.

 

At the time of the RFP, a total cost for the work was unknown.  Both JIMAX and All In One Restorations are approaching $15,000 in completed or assigned work, and both contractors are producing quality work product.  Currently, work is being assigned according to the contractor’s areas of strength. However, Staff does not intend to issue further work orders to Steve Walton Construction due to his inability to meet city schedules. 

 

FINANCIAL IMPACT:  JIMAX Landscaping and All in One Restorations contracts for County Trustee property paid from Community Development’s account 101-1916-507.36-14 would be limited to $25,000 each.  All In One Restorations’ contract for City of Peoria property paid by Public Works account 101-3124-542-36.04 will be limited to $10,000.

 

NEIGHBORHOOD CONCERNS:  Most of this work is to clean up illegal dumping on vacant properties.  Smaller portions of this work involves clearing overgrown brush or cleaning newly-acquired publically owned properties.  Improves quality of life.

                     

IMPACT IF APPROVED:  Public Works will continue to issue work orders to private contractors to clean up publicly-owned vacant properties.

 

IMPACT IF DENIED:  Blight will remain on publicly-owned vacant property.
