Communication from the City Manager and Director of Public Works with a Request for the Following: (Council District 3)

 

A.                     APPROVE a Local Agency AGREEMENT for the JURISDICTIONAL TRANSFER of GLEN AVENUE, from SHERIDAN ROAD to ILLINOIS ROUTE 40 (KNOXVILLE AVENUE), from the County Highway System to the Municipal Street System; and,

 

B.                     ADOPT an ORDINANCE Approving the TRANSFER of a Portion of GLEN AVENUE, from SHERIDAN ROAD to ILLINOIS ROUTE 40 (KNOXVILLE AVENUE), from the County Highway System to the Municipal Street System.

 

Body

BACKGROUND:  Peoria County and the City of Peoria entered into an Intergovernmental Agreement on September 30, 2019, for the funding and transfer of jurisdiction of the reconstructed Glen Avenue between Sheridan Road and Knoxville Avenue, Council Item 19-289.

 

On April 13 the Peoria County Board approved a Resolution to jurisdictionally transfer Glen Ave between Sheridan Road and Knoxville Avenue to the city.  The attached Ordinance allows for the transfer of this segment immediately upon approval by the Illinois Department of Transportation (IDOT).

FINANCIAL IMPACT:  The City will take over maintenance of this section of Glen Avenue.

 

NEIGHBORHOOD CONCERNS: The jurisdictional transfer will add an improved section to the city network and the neighborhood.  This addition will provide improved conditions for traveling by all the users of the network with a new road section and multi-use path.

                     

IMPACT IF APPROVED: The City will take jurisdiction of and maintenance responsibilities for Glen Avenue between Sheridan Road and Knoxville Avenue per the existing agreement (Council Item 66-258).

 

IMPACT IF DENIED:  The County will retain jurisdiction and maintenance for Glen Ave between Sheridan Road and Knoxville and the existing agreement (Council Item 66-258) will not be followed.
