Communication from the City Manager and Director of Community Development with a Request for the Following:

 

A.                     ACCEPT the LOW BID from JIMAX CORPORATION, in the Amount of $18,777.77, for the 2440 NORTH KNOXVILLE DEMOLITION PROJECT.

 

B.                     ADOPT an ORDINANCE Amending the City of Peoria 2018-2019 BIENNIAL BUDGET Relating to the Use of the EAST VILLAGE GROWTH CELL TIF FUND Balance for the Demolition of 2240 North Knoxville, in the Amount of $18,778.00. (Council District 3).

 

Body

BACKGROUND:  The City acquired 2440 N Knoxville Ave, the former Katie McButt’s Bar, in December 2016 through the abandoned property process.  Since obtaining ownership, the Community Development Department has tried to sell the property to an owner willing to rehab the building.  There has been little interest in the building, due to its dilapidated condition.  The building continues to deteriorate at a rapid pace.  At this point, demolition is the only feasible option.  After demolition, the lot will be seeded and held for future development. 

 

 

FINANCIAL IMPACT:  East Village Growth Cell TIF funds will be used to demolish the structure. 

 

NEIGHBORHOOD CONCERNS:  While the neighborhood would prefer rehab over demolition, no purchaser has proven rehab is feasible.  The property was listed with a real estate broker for several months, giving citizens, business owners and developers an opportunity to save the structure from demolition. 

                     

IMPACT IF APPROVED: The building will be demolished.

 

IMPACT IF DENIED:  The building will not be demolished.
