ACTION REQUESTED: 

Title

Communication from the City Manager and Community Development Director with a Request to ADOPT an ORDINANCE Amending CHAPTER 5 of the City of Peoria CODE Pertaining to the REGISTRATION OF LOTS.

 

Body

BACKGROUND:  City staff recently met with the Mayor and landlords to discuss issues regarding nonowner-occupied property registration, property maintenance, neighborhood development, and residential property rehab.  The goal of the meeting was to identify solutions to neighborhood problems and ways landlords could work better with City staff to improve the quality of life for all residents.

 

As part of that discussion, the nonowner-occupied property registration fee was discussed, and a concern was expressed that the fee was not prorated.  In essence, if an individual purchased a property on December 15, 2016, the property owner would be required to pay $150 to register that property for 2016 and another $150 for the year 2017 two weeks later on January 1, 2017.

 

City staff proposes the following changes to the fee structure.

 

                     Properties purchased in October, November, and December are required to pay a registration fee of $50 for that calendar year; the full registration fee will be required for subsequent years.

 

                     Property owners who attend the nonowner-occupied training session in February will be eligible for the discounted rate on new properties purchased in that calendar year.

 

 

FINANCIAL IMPACT:  Less revenue will be generated from the non-owner occupied property registration.

 

NEIGHBORHOOD CONCERNS:  Working toward cooperative end goals with landlords to improve neighborhood conditions benefits the City of Peoria.

                     

IMPACT IF APPROVED: Registration fee will be adjusted.

 

IMPACT IF DENIED:  Registration fee will not be adjusted.
