BACKGROUND:   On September 6, 2013, a water main break occurred at the intersection of Main and University Streets, causing major damage to the roadway and resulting in extended lane closures.  After road restoration was made by Illinois American Water Company (IAWC), the intersection re-opened to traffic on September 23rd.  Traditionally, the water company would make permanent repairs to the roadway and that would conclude the matter.  In this instance, however, it was decided to use it as economic opportunity to make reconstruction in keeping with the concepts of the Comprehensive and Heart of Peoria Plans.  The project includes a public/private partnership with Illinois American Water Company to replace the water main underneath the reconstructed portion on the project.  IAWC is participating in some of the reconstruction cost of the intersection. On November 26, 2013, under Item #13-488-B, Council approved a Design/Build engineering and construction services contract with Terra Engineering (for $322,000) and Illinois Civil Contractors, Inc. (ICCI) ($2.278 million).
 
The total estimated cost of the water main replacement work is $521,657. The attached agreement provides for reimbursement to the City for the $521,657, along with an additional 10% for construction contingencies, and a $40,000 reimbursement for engineering services, for a total amount of $613,822.70.
 
FINANCIAL IMPACT:  All work performed for IAWC as part of this agreement will be paid to the contractor by the City of Peoria and reimbursed by IAWC.  The City will be reimbursed approximately $613,822.70.
 
NEIGHBORHOOD CONCERNS:  Public meetings were held on September 26, 2013 and January 29, 2014 at Bradley University to obtain stakeholder input. Another meeting is scheduled for Monday, March 24, 2014 as well. Public meetings and outreach efforts will be performed as part of these contracts. Neighborhood traffic calming measures will be evaluated and constructed in addition to the intersection improvements.
      
IMPACT IF APPROVED: The water main will be replaced as part of the City's contract, thereby avoiding future pavement cuts.
 
IMPACT IF DENIED:  The water main will not be replaced at this time and future pavement cuts would be needed when the water main is replaced.
 
ALTERNATIVES:  As Council directs.
