BACKGROUND: On June 23, 2015, the City Council approved the intergovernmental agreement between the City of Peoria and the County of Peoria relating to the Edward Byrne Memorial Justice Assistance Grant (JAG). The jurisdiction of Peoria has been certified by the Department of Justice as a “zero-county’ disparate jurisdiction and therefore must submit a joint application for the aggregate funds allotted to them. The JAG 2015 funding will provide the City of Peoria $18,193.00, the County of Peoria $11,000.00 and a joint agency project of $34,885.00. The City will use its share to purchase the ADSi false alarm billing module to replace the current manual system. The County of Peoria will use its share of the JAG award to purchase 30 bullet proof vests. A large portion of the JAG monies will be combined by the City and the County to jointly improve the technical capabilities of law enforcement with the purchase of CrimeView Dashboard and Reporting software. With these FY2015 JAG monies each jurisdiction will have the ability to purchase much needed equipment as well as increase the effectiveness of CrimeCiew mapping.
On May 16, 2016, the City of Peoria received notification of available funding under the Edward Byrne Memorial Justice Assistance Grant (JAG) Program in the amount of $68,990.00. On June 28, 2016, Council was made aware of the grant via Council Communication 16-219, and approved the City Manager to execute the Intergovernmental Agreement between the City and County of Peoria as the allotted amount will be shared by the City and County of Peoria per a long-standing mutual agreement based on the operational costs of prosecution and incarceration.
On June 30, 2016, the City of Peoria applied for the grant, and on September 14, 2016, was notified the grant had been awarded. The JAG 2016 funding will provide the City of Peoria $40,014.00 to purchase a Faro 3d Laser Scanner for crime scene processing, and the County of Peoria $28,976.00 to purchase 14 Tasers and 1 LED electronic message sign.
FINANCIAL IMPACT: The disparate jurisdictions of the City and County of Peoria will receive $64,078.00 and $68,990.00 for the improvement of their individual law enforcement technologies.
NEIGHBORHOOD CONCERNS: None
IMPACT IF APPROVED: Compliance with internal fiscal control system and legislative requisite to keep the approved budget in balance. The City’s Capital Fund budget will recognize the receipt and disbursement of grant funds.
IMPACT IF DENIED: The City’s Capital Fund Budget would not recognize the increase in receipts and expenditures.
