Communication from the City Manager and Director of Public Works with a Request for the Following:

 

A.                     ACCEPT the LOW BID of ILLINOIS CIVIL CONTRACTORS INC. and Award a Construction CONTRACT from the Base Bid of $3,938,811.03 with an Additional Authorization of $179,789.90 (4.56% Contingency), for a Total Award Amount of $4,118,600.93, for the SHERIDAN ROAD RECONSTRUCTION PROJECT (W. Eleanor Place to W. Richmond Avenue).

 

B.                     APPROVE the STATE MOTOR FUEL TAX RESOLUTION SUPPLEMENT NO. 1, in the Amount of $263,942.40, for Construction Services for the SHERIDAN ROAD RECONSTRUCTION PROJECT (W. Eleanor Place to W. Richmond Avenue).

Body

BACKGROUND: 

The City of Peoria completed reconstruction of Sheridan Road, from North of McClure Avenue to Eleanor Place in 2017. The City also reconstructed the culvert bridge under Sheridan Road, south of Richmond Avenue in 2017. The remaining three block-long section between these two improvements was placed into the 2020 CIP for reconstruction. 

 

City Council passed a State Motor Fuel Tax Resolution for $2,150,000 (Item #19-380) on December 10, 2019. Staff recommends approving a supplemental resolution to make this project whole. These new funds are preexisting funds left over from the previous Sheridan Road Reconstruction project. 

 

Illinois American Water Company (IAWC) has agreed to fund their water main construction through this contract. The value they agree to is for the base bid of water-related items, $231,283.53. IAWC will further agree to pay for any costs that may arise related to their water infrastructure items. An agreement is attached.   

 

The proposed improvement will mirror the section between McClure Avenue and Eleanor Place. The full roadway width will be removed and converted from a 4-lane roadway to a 3-lane roadway with bicycle lanes.

 

Bids were solicited and opened on January 8th, 2020 with three bidders submitting, as below:

Illinois Civil Contractors, Inc. (ICCI) is a local business that has successfully performed work for the city in the past, most recently having the construction contract in 2019 for the Geneva Road and Daniel Court Reconstruction.  On the Geneva Road and Daniel Court project, ICCI was able to perform 23.48% of all hours by Minority workers, and 3.69% of all hours by female workers. City workforce goals are 18% for minority workers and 3% for female workers.

 

The Good Faith Efforts documentation submitted by ICCI were reviewed and approved by the city’s Chief Diversity and Inclusion Officer. The Company will utilize 10.12% of the value of the base bid for Minority Business Enterprises towards electrical supply, material testing, construction layout and trucking. Furthermore, the contractor proposes to use 7.38% of the value of the base bid for Women Business Enterprises towards pavement striping, traffic control, landscaping and paver installation.

 

FINANCIAL IMPACT:  This construction contract will be funded through the CIP’s plan for Sheridan Road Reconstruction in 2020 and with funds left over from prior years’ Sheridan Road Reconstruction.
