Communication from the City Manager and the Chief of Police with a Request to APPROVE a SOLE SOURCE PURCHASE of 8 Digital In-Car Cameras and the Necessary Peripherals From SF MOBILE VISION, INC, in the Amount of $43,168.00.

BACKGROUND:  In 2009, the Police Department completed a transition to the wireless digital in-car video camera program for our squad cars.  We currently have 80 in-car video systems in use (includes 21 units installed in 2017/2019).  Of those 80 systems, 59 systems have been in use for 8 years or more. 

In 2017 and 2018 we purchased 25 new DVR systems to help reduce the repair costs of the aging malfunctioning DVRs. 

-                     2017 through January 2019 new install - 13 (these new units replaced old units taken out of service when the old squad was replaced). 

-                     2017/2018 repair and replace - 8

-                     Remaining replacement units - 4 (3 to be used in new squad car replacement install.  1 used as spare replacement for malfunctioning DVR)

Of the 8 new DVR units requested, 4 will be installed in the new marked police vehicles purchased in 2019.  The remaining 4 units will be used to replace malfunctioning DVR’s. 

SF Mobile Vision, Inc. (formerly L3 Mobile Vision, Inc.) is the sole source vendor for our wireless digital video camera program.  The current digital in-car video camera systems and the system infrastructure were purchased through SF Mobile Vision, Inc. (formerly L3 Mobile Vision Inc.).  For Compatibility and consistency of interoperability within our current system, new additions and replacements must also be acquired through the same vendor.

 

FINANCIAL IMPACT:  The total cost of 8 digital in-car camera units is $43,168.00.   The funds for this equipment would come from the approved Capital Improvement Project budget E1705 PUBLIC SAFETY CAMERAS.

 

NEIGHBORHOOD CONCERNS:  Video evidence has become an integral part of daily police operations in successfully prosecuting criminal offenses, traffic violations, evaluating officer performance, training officers, improving citizen’s relations and customer service.  

                     

IMPACT IF APPROVED: The Police Department will continue to provide the necessary technology required for today’s modern patrol environment. 

 

IMPACT IF DENIED:  The Police Department would face the likelihood of having to pay high repair costs as units fail.  Unit failures will contribute to a loss of patrol efficiency and will negatively impact our ability to deliver good customer service.  Increasing number of repairs to existing equipment and additional downtime of emergency vehicles.
