Title

Communication from the City Manager and Director of Public Works with a Request to Approve Payment, in the Amount of $17,200.00, Plus an Agreed Value for Current Crop Loss to  ROBERT C. WIESEHAN for Right-of-Way Acquisition of a Portion of Parcel 08-36-100-003 for the Proposed ALTA ROAD/RADNOR ROAD INTERSECTION IMPROVEMENT PROJECT.  (Council District 5)

Body

BACKGROUND:  A new, modern roundabout will be built at the intersection of Alta Road and Radnor Road. This project has been in the planning stages for several years, and is scheduled to be included on the Illinois Department of Transportation’s (IDOT’s) April 28, 2017 letting (bid opening). Funding for the project includes a highway safety grant, an economic development grant, contributions from Peoria County and developers, and motor fuel tax revenues.

Construction for the new, modern roundabout will begin in June, 2017, and, weather permitting, the project should be substantially completed by December 15, 2017. Some minor items, such as landscaping, will be completed in spring, 2018.

The subject parcel has been appraised, and the negotiations have resulted in an agreement for the purchase of 0.74 acres of land and the temporary easement of 0.097 acres of land in the total amount of $17,200.00.  The property is owned by the Mr. Robert C. Wiesehan and farmed by a tenant. The tenant has already planted some early crops on the land to be acquired, and the owner has requested that fair compensation be offered for the crops. To meet our project deadlines with IDOT, we must have approval of right-of-way (ROW) purchases by March 15, 2017. Therefore, staff will negotiate the crop loss value and add it to the total compensation when agreement is reached. The amount is anticipated to be minor compared to the land purchase price. Additionally, we have agreed to install two casing pipes, or sleeves, during the intersection project. These casing pipes will provide easier, less costly construction of a water main extension to the Wiesehan property in the future.

Attached is a copy of the draft pertinent documents and a location map of the project. This property is located on the southwest corner of the intersection of W. Alta Road and N. Radnor Road. Staff recommends payment for this land acquisition and the lost crops.

The subject ROW purchase is one of two remaining purchases for this project.

FINANCIAL IMPACT:  The amount of $17,200.00 plus fair compensation for crop loss will be paid to Mr. Wiesehan with funds from Community Investment Program Project E06015, Alta Road/Radnor Road Intersection Improvement Project.

NEIGHBORHOOD CONCERNS:  The proposed roundabout is meant to address pedestrian and vehicular safety, as well as operations and aesthetics.

IMPACT IF APPROVED: We will have a portion of additional right-of-way needed to build the improvement.

IMPACT IF DENIED:  We will not have the necessary right-of-way to build the improvement, and the delay could jeopardize grant funding.
