BACKGROUND:  The extension of Pioneer Parkway from Allen Road on the east to Trigger Road on the west, including a new interchange with Illinois Route 6, has been in the planning stages for many years. The project received Illinois Department of Transportation (IDOT) approval of the planning documents in 2011. This project will require many years and outside funding to build.
 
Currently, design plans are being prepared for the section of Pioneer Parkway between Allen Road and Villa Lake Road, and right of way acquisition is underway for the section of Pioneer Parkway between Allen Road and Radnor Road. At this date, there is no funding to begin construction.
 
IDOT requires a Letter of Commitment (a type of agreement) regarding future maintenance responsibilities for elements of the interchange infrastructure. In this case, IDOT is committing to maintain the interchange ramp pavement, the bridge carrying future Pioneer Parkway over Illinois Route 6, a culvert extension under Route 6, a culvert under the future ramps, and retaining walls along the future ramps. The Letter of Commitment does not promise any future City maintenance responsibilities associated with the future interchange infrastructure.

FINANCIAL IMPACT:  This Letter of Commitment proposes that IDOT will maintain all ramps, bridges, culverts, and walls associated with the future construction of the interchange at Illinois Route 6 and Pioneer Parkway, extended. There is no financial impact to the City.
 
NEIGHBORHOOD CONCERNS:   A formal Public Hearing was held in March, 2011 for the overall project. Neighboring companies and institutions, as well as developers, indicated interest in building the extension of Pioneer Parkway and the subject interchange with Illinois Route 6.      
 
IMPACT IF APPROVED:  IDOT will maintain all ramps, bridges, culverts, and walls associated with the future construction of the interchange at Illinois Route 6 and Pioneer Parkway, extended.
 
IMPACT IF DENIED:   Staff would need further direction.
