Communication from the City Manager and Chief of Police with a Request to APPROVE an AGREEMENT with CENTRAL SQUARE TECHNOLOGIES for Public Safety GIS/Analytics Services and Public Safety Project Management Services, to Upgrade the Existing CRIME VIEW ANALYTICS SOFTWARE, in the Amount of $17,550.00.

BACKGROUNDCrimeView is a desktop solution used for real-time crime analysis and mapping. CrimeView allows users to create crime queries for incidents within a geographical boundary to identify patterns and trends for better police resource allocation.

 

CrimeView produces detailed and summary reports based on any crime layer and a multitude of categories. The existing CrimeView Software package relies on Microsoft Silverlight - which reached end-of-support in October 2021. The new CrimeView Analytics upgrade utilizes Esri mapping technologies, allowing users to create powerful and easy-to-understand dashboards and reports to share with others. Delivered as a single solution from the AWS GovCloud, CrimeView Analytics provides agencies with configurable, easily accessible, and visually relevant displays of measurable and achievable goals. CrimeView Analytics also simplifies administration time by automatically generating and delivering role-based reports and dashboards to supervisors and authorities. This upgrade will also include increased crime analyses through quicker intelligence analysis, criminal investigative analysis, tactical analysis, strategic analysis, and operational analysis. $17,550.00 from the Police Department Account utilized for regular maintenance costs of this software (101-2131-50.35-99) will be used to cover the cost of the upgrade. In addition, the annual maintenance cost will be reduced from $13,758.95 to $10,938.74.

NEIGHBORHOOD CONCERNS:  There are no neighborhood concerns identified at this time

                     

IMPACT IF APPROVED:  The City of Peoria Police Department would receive a necessary upgrade to software which is out of date and would increase its crime analysis capabilities. An additional cost savings in future years maintenance would also occur.

 

IMPACT IF DENIED:  If denied, the City of Peoria Police Department would continue to rely on unsupported software and inefficient crime analysis capabilities, and no cost savings on yearly maintenance would be received.

 

ALTERNATIVES:  There are no alternatives identified at this time.
