Title

Communication from the City Manager and Manager of Emergency Communications with a Request for the Following:

 

A.                     APPROVE a Five-Year Dispatch Services AGREEMENT Between the CITY of PEORIA and the CITY OF CHILLICOTHE.

 

B.                     ADOPT an ORDINANCE Amending the City of Peoria 2018-2019 BIENNIAL BUDGET Relating to the General Fund to Recognize the Receipt of Funds and the Corresponding Expenditure of Funds Relating to the INTERGOVERNMENTAL AGREEMENT with CHILLICOTHE to Provide DISPATCH SERVICES, in the Amount of $110,425.00.

BACKGROUND: On January 1, 2016 Public Act 099-0006 became law. In that Public Act Counties that had more than two dispatch centers were required to reduce their number of dispatch centers by 50% or to two dispatch centers, whichever was greater. Peoria County, at that time, had four dispatch centers and would need to reduce to two. Chillicothe closed their dispatch center on January 31, 2017 and consolidated with Peoria Heights. The Peoria County Emergency Telephone System Board (ETSB) notified Peoria Heights that their center, to comply with the law, would need to close no later than October 1, 2018. This would leave two dispatch centers in Peoria County those being at the City of Peoria and the Village of Bartonville. The City of Chillicothe approved this agreement at their City Council meeting on May 14, 2018.

 

In order to provide dispatch services for Chillicothe, two additional telecommunicators will be added at the Emergency Communications Center. The cost of the two (2) additional employees and their benefits will be covered by the agreement.

 

 

FINANCIAL IMPACT:  City of Chillicothe will compensate the City of Peoria as follows: 2018 monthly $ 15,775; 2019 $ 193,725; 2020 $ 203,411; 2021 $ 213,582; 2022 $ 224,261; 2023 $ 235,474

 

NEIGHBORHOOD CONCERNS:  None

                     

IMPACT IF APPROVED: The City of Peoria will provide dispatch services to the citizens of Chillicothe.

 

IMPACT IF DENIED:  Chillicothe would need to negotiate with another community for dispatch services.

 

ALTERNATIVES: Chillicothe could be dispatched by another community if an agreement could be reached.
