Communication from the City Manager and Director of Public Works with a Request to APPROVE the Low BID of ILLINOIS CIVIL CONTRACTORS, INC., and APPROVE a Construction CONTRACT, in an Amount Not to Exceed $80,000.00, from the Base Bid of $44,581.55, for the CONCRETE REPAIRS CONTRACT - 2021. (All Council Districts)

BACKGROUND: Public Works proposes a concrete repair contract similar to the annual storm sewer repair contract.  A similar contract was used in 2014 (14-325) and 2016 (16-216). This contract would eliminate the delays experienced waiting for the design, bidding, letting and Council approval of individual contracts for each project.

 

Repairs include improvements to pedestrian facilities, traffic-calming projects and other concrete repairs. The repairs will be designed “in the field” and paid based on the time and materials bid. This is an opportunity for the Public Works Engineering Division to limit design costs and be more responsive to the needs of our community.

 

A map is attached to this communication outlining several known sites. Several sites were selected based on pedestrian safety concerns.

 

Public Works prepared the contract specifications, and bids were received on August 26, 2021 with three bids received, as follows:

Engineer’s base estimate:   $47,000.00

 

The base bid represented quantities we would expect to see on three small projects and covers typical pay items we expect to see throughout the contract. Since the time of our advertisement for this project, several other request have come in to Public Works. In order to address those requests, staff recommends increasing this project to $80,000.00.

 

Illinois Civil Contractors, Inc. is a local business that has successfully performed work for the City in the past. Most comparably to this project, they performed the City’s 2019 Concrete Repair Contract. They achieved 23.5% (18% goal) hours performed by Minority workers and 3.7% (3% goal) of hours performed by Female workers, per eprismsoft.com.

 

The Good Faith Efforts documentation submitted by Illinois Civil Contractors, Inc. were reviewed and approved by Public Works. The scope of work to be performed on this project varies from location to location. The Company proposes to utilize 10% MBEs for Trucking and 5.6% WBEs for Landscaping. The Contractor agreed to make a good faith effort to achieve 10% Minority Business Enterprise subcontracting with Trucking throughout the life of the project. Furthermore, the Contractor will make a good faith effort to meet the 18% minority utilization and 3% female utilization in hours worked on the project.

 

FINANCIAL IMPACT:  This construction contract will complete projects included in the 2021 ADA Ramp Installations/Replacement Program and the 2021 Neighborhood Traffic Calming projects, both in the 2021 Community Investment Plan.

 

NEIGHBORHOOD CONCERNS:  Safety and liability can be addressed for the pedestrian infrastructure. As well, the Neighborhood Traffic Calming will be put into place per the neighborhood’s requests and approved petitions.

                     

IMPACT IF APPROVED: Concrete repairs will be constructed and completed within reasonable time.

 

IMPACT IF DENIED:  Concrete repairs will not be constructed, and both ADA Ramp Installations/Replacement Program and Neighborhood Traffic Calming programs in the 2021 Community Investment Plan will be deferred or cancelled. If deferred, and approved later in 2021, the construction costs may be adversely affected as prices increase.

 

ALTERNATIVES:  As Council directs.
