BACKGROUND:  Public Works proposes to start an annual microsurfacing contract to preserve roads in good condition in order to prolong their life and delay costly major reconstruction projects. Microsurfacing is an asphalt emulsion spread on a paved surface to extend the life of the pavement.  
 
Public Works prepared the contract specifications, advertised the project for bids, and bids were accepted and opened on August 12, 2014 with one bidder submitting. This type of work is rather specialized, with few contractors in the area.

Microsurfacing Contractors, LLC is a local contractor.  Crack sealing, which was a part of the specifications for this project, will be done in-house.  
 
The Good Faith Efforts documentation submitted by Microsurfacing Contractors has been reviewed and approved by the Equal Opportunity Manager.
The company's Minority/Women Business Enterprise Waiver Request was granted because no subcontracting opportunity existed.  Micro-surfacing is the only scope of work available.
 
FINANCIAL IMPACT:  Funding is available through the 2014 Community Investment Plan for Pavement Preservation, Project PB1408.
 
NEIGHBORHOOD CONCERNS:   Well-maintained roads are a benefit to all neighborhoods.
      
IMPACT IF APPROVED:  Micro-surfacing will be constructed.
 
IMPACT IF DENIED:  Micro-surfacing will not be constructed.
