Title

Communication from the City Manager and the Interim Chief of Police with a Request for a SOLE SOURCE PURCHASE of a 4U Rackmount IP Server, Camera Licenses and Necessary Peripherals, from MIDCO, INC., in the Amount of $37,189.59. 

 

Body

BACKGROUND:  The Police Department maintains and utilizes 84 cameras located throughout the city.  Of those, 50 cameras are located outside the police department.  The remaining 34 cameras monitor public access areas within the police department, including areas used to escort people who have been arrested or who are in police custody.  Our current ExactVision server has the capability to hold about 8 days’ worth of video.  This server has been in use since 2010 and we do not have the capability to expand the storage in this server to accommodate all of our current video storage needs. 

 

The new server will allow us to store approximately 30 days’ worth of video with our current camera system.  We will also be able to expand our storage from 42 terabytes up to a maximum of 120 terabytes of storage space on the new server.  This will allow us the capability of adding cameras and storage as needed in the future.

 

With this upgrade to the server we will also be able to upgrade the camera system at the Peoria Police Department Station 2 location, 2011 W Altorfer Dr.  These cameras will then be connected to the new server at Peoria Police Department Headquarters.  

The new server will also be able to accommodate the new cameras being added to City Hall as a part of the security system upgrade. 

 

MidCo, Inc. is the sole source vendor for our citywide camera system.  The current video server and the system infrastructure were purchased through MidCo, Inc.  For Compatibility and consistency of interoperability within our current system, new additions and replacements must also be acquired through the same vendor.

 

 

FINANCIAL IMPACT:  The cost of a 4U Rackmount IP Server, camera licenses and necessary peripherals, for the replacement/upgrade is $37,189.59.  The funds for this equipment would come from 2017 CB 1753 Police Tech-File Server ($16,000) and the Police Department - Technical Services account - 101-2133-561.59-99 ($21,189.59).

 

 

NEIGHBORHOOD CONCERNS:  Increasing the storage for our citywide camera system would help the police department with their investigations of crimes which occur in the areas where cameras are located and would help reduce the liability to the city when dealing with citizens who come to the police department for various reasons.  

 

                     

IMPACT IF APPROVED: The Police Department will continue to provide the necessary technology required for conducting criminal investigations and assist in deterring criminal activity.  The server will have the capability to be expanded to meet future laws regarding the storage of video recordings of individuals in police custody at the police station and to monitor the new City Hall cameras.  

 

 

 

 

 

 

IMPACT IF DENIED:  The Police Department would face the likelihood of not having an important investigative tool and the increased chance that the server would fail limiting our ability to monitor our camera locations throughout the city.  Length of video storage would also be reduced from our current 7 days’ worth of storage when the new cameras for city hall are added to our current system.
