A.                     APPROVE a RESOLUTION Approving an ANNEXATION AGREEMENT for the Property Located at 8603 N. ALLEN ROAD, (Parcel Identification Nos. 14-06-100-003 and -004);

 

B.                     ADOPT an ORDINANCE Annexing Territory Located at 8603 N. ALLEN ROAD, (Parcel Identification Nos. 14-06-100-003 and -004).; and

 

C.                     ADOPT an ORDINANCE REZONING Property from a Class R-3 (Single Family Residential) to C-2 (Large Scale Commercial) Located at 8603 N. ALLEN ROAD, (Parcel Identification Nos. 14-06-100-003 and -004).

Body

BACKGROUND:  Petitioners Rudy Eichenberger, James Miller, Linda Geiger and Patty Smith as owners are requesting to annex 78.99 acres of property with the following terms:

 

1)                     Property shall be zoned Class C-2 Large Scale Commercial District;

2)                     Connection to public sanitary sewer and water shall be required upon non-agricultural development;

3)                     The annexation is not valid or effective until such time as Meijer closes on the purchase of the property, but no later than September 30, 2017.

 

The Planning & Zoning Commission found that the request met the Findings of Fact and voted 5 to 0 TO APPROVE.

 

This property is located in Growth Cell 2.  As such, the area is part of the comprehensive growth management plan and is served by sewer infrastructure that was financed by the City in the mid to late 1990s.  This annexation and potential future development is in alignment with the growth management plan and upon development will provide revenue as repayment of the initial financial outlay for infrastructure costs.

FINANCIAL IMPACT:  Additional property and sales tax revenue if developed.

 

NEIGHBORHOOD CONCERNS (at the Planning & Zoning Commission meeting):  None

 

IMPACT IF APPROVED:  The subject property will be annexed to the City of Peoria and rezoned to C-2 Large Scale Commercial District upon meeting the last condition of the agreement noted in the body of the communication.

 

IMPACT IF DENIED:  The subject property will not be annexed to the City of Peoria.
