Title

Communication from the City Manager and the Director of Human Resources with a Request to Authorize the City Manager to Execute the COLLECTIVE BARGAINING AGREEMENT Negotiated Between the City of Peoria and the Four (4) Labor Unions (TEAMSTERS LOCAL 627, LABORERS LOCAL 165, CARPENTERS LOCAL 237 and PAINTERS LOCAL 157) that Comprise the Multi-Union Agreement to Cover the Period from December 1, 2018, through November 30, 2021. 

Body

BACKGROUND:  Representatives of the City of Peoria and the four (4) labor unions of the Multi-Union Agreement began negotiations of a successor contract on August 23, 2018. The parties reached tentative agreement on November 16, 2018. The Unions involved represent forty (40) employees in the Traffic, Operations, Facilities and Equipment Divisions of the Public Works Department, and two (2) employees at the Fire Department.

 

The Union membership ratified the tentative agreement on December 4, 2018. The major provisions of the Agreement include:

 

                     Term of agreement - 3 years

                     December 1, 2018 - 1% general wage increase.

                     December 1, 2019 - 1.5% general wage increase.

                     December 1, 2020 - 2% general increase.

                     Operator Pay Class established to create efficiencies in operations.

                     Increase in tool allowance for mechanics of $20 per year ($550, $570, $590).

                     Increase in shoe allowance for mechanics of $10 per year ($190, $200, $210).

                     Increase in clothing and safety allowance for carpenters of $20 per year ($400, $420, $440).

                     Increase in clothing and safety allowance for painters of $20 per year ($400, $420, $440).

                     Increase in clothing and safety allowance (to include inclement weather gear and concrete boots) for Teamsters and Laborers of $20 per year ($420, $440, $460).

                     Added stand-by pay for Teamsters and Laborers of six hours of overtime pay for each week on stand-by. 

                     Negotiated new language and removed Fair Share language based on the Supreme Court Janus decision.  Maintains the one Teamster to one Laborer ratio for representation purposes.

                     Established a new Cart Technician for management and delivery of garbage toters.

 

FINANCIAL IMPACT: Funding for increases are allocated in current budget.

IMPACT IF APPROVED:  Provides opportunity to make long-range budgetary plans regarding personnel costs and provides labor stability

 

IMPACT IF DENIED:   No agreement with the four (4) labor unions involved will exist. Additional negotiations will ensue. The potential remains for a work stoppage to occur.
