Communication from the City Manager and Director of Community Development with a Request for the Following:

 

A.                     RECEIVE and FILE a PRESENTATION on ALMOST HOME KIDS, and

 

B.                     Concur with the Recommendation from the Planning & Zoning Commission and Staff to ADOPT an ORDINANCE Approving a Special Use in a Class R-3 (Single Family Residential) District for an ASSISTED LIVING FACILITY for the Property Identified as Parcel Identification No. 14-19-204-014, with an Address of 5200 NORTH HAMILTON ROAD, Peoria IL.  (Council District 4)

BACKGROUND: 

Petitioner, Bruce Mehl, is requesting to obtain a Special Use for the Almost Home Kids facility.  Almost Home Kids provides transitional care in a home-like setting to children with complicated medical needs, training for their families, and respite care.  The 18,000 sq. ft. facility includes 12 single rooms for children ages birth to 21 years staying up to 120 days.  The respite program allows for a stay of up to two weeks.

 

The Planning & Zoning Commission found that the request met the Findings of Fact and voted 5 to 0 with 1 abstention TO APPROVE with the following conditions:

 

1)                     Garbage dumpsters must be placed in a six to seven foot tall, four-sided, solid enclosure with a gate for access.

2)                     Increase the maximum number of parking spaces from 11 to 30.

3)                     All ground, wall, and roof top mechanical equipment must be screened from view.

4)                     Signage in compliance with the requirements of the Unified Development Code

5)                     Installation of sidewalk and curb along the entire property frontage on Hamilton Road and Camille Street. Drainage structures/inlets to be relocated or modified to accommodate the new sidewalk and curb.

6)                     Stormwater Management in accordance with the City’s recently revised Erosion, Sediment and Stormwater Control Ordinance.

7)                     Installation of a fire hydrant at the south entrance.  Specific location to be determined by Fire Dept. and IL-AWC.

FINANCIAL IMPACT:  N/A

 

NEIGHBORHOOD CONCERNS:  Two neighborhood meetings were held at the Rolling Acres Middle School to address concerns from the neighbors.  Concerns for increased traffic and stormwater runoff were expressed.  It was noted that the proposed facility will generate less traffic than the current golf facility and new construction is required to meet all stormwater regulations.

                     

IMPACT IF APPROVED:  A special use for an assisted living facility will be granted for the Almost Home Kids facility. An 18,000 sq. ft. building will be constructed in the southwest corner of the 14.8 acre parcel.  The undeveloped portion of the property will remain as open green space.

 

IMPACT IF DENIED:  A special use for an assisted living facility will not be granted and the property will remain as the current golfing facility.
