Communication from the City Manager and the Chief Information Officer/Assistant City Manager for a SOLE SOURCE CONTRACT with OAKSTAR CONSULTING to Lead Concurrent ADSi Implementations of CAD and RMS Upgrades for the Dispatch and Police Organizations, Support for the Final Phase Implementation of Tyler and Planning with the IS Team Leaders, in an Amount not to Exceed $50,000.00, which was included in the Capital Budget for Computers and Technology.

BACKGROUND:
The last half of this year will have an unprecedented complexity of software upgrades and implementations occurring - with CAD, RMS and Energov making concurrent demands on the team. The Senior member of the public safety software management team has elected to take an Early Retirement Incentive (ERI). Normally, he would have been the technical lead and planner for both the CAD and RMS projects. As a result, we are concerned about our ability to manage these events and have been working with a specialist in IT project management and implementation (Oakstar) to develop plans for these projects and reporting standards for the team.
Oakstar is uniquely positioned to continue the work that they helped the team plan. Originally, we started working with Oakstar as a support role to help plan and upskill the team in the face of these large, complex projects. With the departure of staff, we are looking to request more time and greater responsibility from Oakstar to ensure the successful management of these projects.
Software Background:
Since 1999, the Peoria Police Department has used ADSi public safety software. Applications currently used include field reporting for direct entry/retrieval of incident reports, traffic accident reporting, computer aided dispatch (CAD), electronic ticketing, automated vehicle locator, and GPS mapping for squad cars.
The City of Peoria CAD system serves the City of Peoria (Police and Fire), Peoria County Sheriff, Bartonville, Peoria Heights, Chillicothe, AMT and seventeen local volunteer fire departments. The city has used CAD software since 1975.
Application Data Systems Inc. (ADSi) has provided software services to the city since 1986. In addition to CAD and RMS, ADSi provides approximately 40 different software applications for the Emergency Communications Center, Police and Fire Departments. CAD is an integral part of our public safety software system and provides the tools that a 911 call taker nees to handle calls for service as efficiently as possible. ADSi is a privately held company and is the vendor where from whom we purchased the upgrade for CAD and RMS.
These systems both require upgrade before the end of the year in order to maintain NIBRS compliance of our policing system and to upgrade the central CAD system prior to additional software upgrades and implementation of ProQA.
Energov is part of the $2M Tyler Enterprise Software. We are in the final phase of a four-phase implementation. This implementation needs to be completed this year so that we are ready for required upgrades in 2021. This phase will replace a number of systems and processes currently used by Code Enforcement, Legal and Finance.
FINANCIAL IMPACT: Funding for this capital implementation contract is included in the Computer & Technology budget Capital Account 401-1001-515304 Project E2002.
NEIGHBORHOOD CONCERNS: Successful implementation is required to ensure continuous capability to dispatch police and fire response to neighborhood needs.
IMPACT IF APPROVED: Successful implementation of Tyler phase 4, CAD, and RMS before the end of the year.
IMPACT IF DENIED: Implementation will be at risk and likely not meet our timeline.
ALTERNATIVES: No alternatives with the same experience and exposure.
