BACKGROUND: Many improvements in Growth Cell 1 have included bike-paths or sidewalks; however, additional construction is required in order to make connections, provide continuity, and implement the trail plan. The focus of this project will be infill of short gaps such as those along Allen Road, north of Wilhelm, and longer gaps such as along Alta Road between Allen and Knoxville.  Contributions from future developers may be used as they become available. Work will require engineering, ROW acquisition in some cases, and contracted construction. The City's Engineering Consultant has administered this program since 2012.
 
Council authorized purchase of a portion of right-of-way for this project under Item #14-004 in the amount of $27,750.00. This right-of-way was necessary in order to accommodate the bike trail on Alta Road.
 
Bike trail will be added on the north side of Alta Road from Knoxville Avenue to Churchill Drive. A second bike trail will be installed on the south side of Mossville Road/Wilhelm Road to connect from Sleepy Hollow Road to the existing Wilhelm Road bike trail. Northminster Church graciously donated a permanent easement for a bike trail across their northern property. That easement was needed in order to avoid impacting the ditch along Mossville Road.
 
The third piece of construction on this project is to add a segment of sidewalk along Ravinwoods Road on both the east and west sides of Knoxville Avenue. Pedestrian signals will be added at Knoxville/ Ravinwoods and Knoxville/Wilhelm to provide safe passage across Knoxville Avenue. Recent pedestrian-vehicle collisions have occurred in this vicinity. The signals and detached paths will enhance walkability and safety.

The project was advertised for bid on July 8 and 9, 2014. Bids were opened on July 22, 2014 with three bids received as follows:

Illinois Civil Contractors, Inc. (ICCI) is a local business that has successfully performed work for the City in the past.
 
The Good Faith Efforts documentation submitted by ICCI has been reviewed and approved by the Equal Opportunity Manager. The company subcontracted with a Minority Business Enterprise (MBE) for services equaling 10.24% and with a Women Business Enterprise (WBE) equaling 4.99% of the total bid amount.
Terra Engineering, Ltd. will be performing Construction Engineering services through their Engineering Master Services Agreement with the city, which Council approved on April 24, 2012.

NEIGHBORHOOD CONCERNS:  These bike trails and sidewalks are being installed along with Pedestrian crossings at certain signalized intersections. These installations will greatly enhance the safety of citizens. Right-of-Way purchase and easement donation is complete. The nearby residents have expressed gratitude for moving forward with this project.
 
IMPACT IF APPROVED:  Staff will move forward with issuing construction contracts to implement the 2014 Community Investment Plan's Bikepath project.
 
IMPACT IF DENIED:   Staff will not proceed with issuing a construction contract and will need additional direction from Council.
 
ALTERNATIVES:   As Council Directs.
