Title
Communication from the City Manager and Director of Community Development with a Request for the Following:
A. APPROVE a CONTRACT with STANTEC CONSULTING, INC. for the Implementation of the US Environmental Protection Agency Brownfield Assessment Grant; and
B. ADOPT an ORDINANCE Amending the City of Peoria 2019 REVISED ANNUAL BUDGET Relating to the Capital Fund to Recognize the Receipt of Grant Funding Provided By the US Environmental Protection Agency Brownfield Assessment Grant and Corresponding Expenditures, in the Amount of $300,000.00.

BACKGROUND: In January of 2019, the Community Development Department submitted an application to the US Environmental Protection Agency for a Brownfield Assessment Grant. This grant provides funding to conduct required environmental studies on properties that are thought to have environmental contamination based on the previous use of the property, such as gas stations or car repair locations. These studies identify if any environmental contamination exists and if remediation is needed, which would assist with any future development at the properties.
After the City was notified of the $300,000.00 award in the Competitive Grant Program, the Community Development Department released a Request For Qualifications (RFQ) for contractors qualified to carry out the grant requirements, including environmental testing and reporting. We received responses from five firms.
The proposals were evaluated by four City staff members according to the following criteria:

Stantec Consulting, Inc. was the highest rated proposal overall. The full scoring sheet is attached to the item. Under this proposal, Stantec would carry out the requirements of the Brownfield Assessment Grant in consultation with City Staff.
FINANCIAL IMPACT: The 2019 Budget would be amended to reflect the grant funds.
NEIGHBORHOOD CONCERNS: The assessment selection process will involve a community input component in order to hear neighborhood concerns about potential properties to be assessed under the grant.
IMPACT IF APPROVED: Stantec Consulting, Inc. would be selected as the consultant and carry out the required grant functions.
IMPACT IF DENIED: Stantec Consulting, Inc. would not be selected as the consultant and the City would need to select another organization to fulfill the grant requirements.
