BACKGROUND:  The planning for the extension of Pioneer Parkway began in 2001. The total estimated project cost for the new roadway from Allen Road to Trigger Road is $75 million. On May 17, 2012, the Illinois Department of Transportation (IDOT) granted Design Approval for the Pioneer Parkway Extension Project segments of Radnor Road to Allen Road, and from Trigger Road to Woodsage Road. On April 10, 2013 IDOT approved the design engineering agreement to prepare construction plans for the extension of Pioneer Parkway from Allen Road to Villa Lake Road (extended).
 
On January 23 2014, Councilman Johnson, City Public Works staff, and consultant CMT held a neighborhood meeting, asking the public's input regarding intersection configurations at Allen Road and Pioneer Parkway. Good comments were received for both a 2-lane roundabout and a traditional signalized intersection configuration. Staff will present a signalized intersection configuration to IDOT for approval. This intersection configuration can accommodate the expansion of the bike/walk trail system along Pioneer Parkway. Also, as this type of intersection can be expanded if needed in the future, IDOT will participate in about $1 million more in federal funding than a roundabout.
 
To finish the construction plans with the chosen interim intersection configuration, secure IDOT approval of the intersection, and add some additional surveying and utility work, CMT is requesting compensation for an additional, not-to-exceed amount of $70,277. This proposed amendment, in addition to the original not-to-exceed design fee of $454,219 results in an amended total of $524,496, which is 8.4% of the estimated construction cost of $6.3 million.
 
Through the assistance of then Congressman LaHood and Representative Leitch, the City is using two federal grants in the amounts of $1,000,000 and $1,600,000 to support 80% of the eligible costs for the overall project. The grants will provide 80% of the cost for the extra engineering effort.
 
Staff is requesting approval of a Supplemental MFT Resolution in the amount of $14,200 (rounded) in MFT funding to support the local 20% share of the additional engineering work. This local share amount is available in Project M01296, the original Pioneer Parkway study effort.
 
Attachments to this communication are: an amendment to a professional services agreement between the City and Crawford, Murphy & Tilly, Inc. with exhibits, including a Location Map; the Local Agency Agreement Amendment for Federal Participation between the City and IDOT; and the Supplemental MFT Resolution.
 
Our efforts to secure funding for the first phase of construction for the project continue. Currently, right of way plats and appraisals are being prepared for 21 parcels along the proposed roadway between Allen and Radnor. Staff anticipates bringing a request to Council in the near future to add funding to purchase all 21 right of way parcels.
 
 
FINANCIAL IMPACT:  Through the assistance of Representative Leitch and then Congressman LaHood, the City is eligible for two federal grants in the amounts of $1,000,000 and $1,600,000. These funds can be used for engineering, ROW acquisition and/or construction.  These grants fund 80% of the expense; the City's grant match is 20%. Funds for the 20% City match of $14,200 (rounded) for the professional services agreement amendment are available in Community Investment Program project M01296 from previous years' CIP funds.
 
NEIGHBORHOOD CONCERNS:  A public hearing for the overall project was held in March, 2011. Public comments were generally favorable. The development community in this area is very interested in seeing this project constructed to support further redevelopment of Growth Cells Two and Three. Also, Peoria Notre Dame has planned a new high school which will have an access points along new Pioneer Parkway west of Allen. The neighborhood meeting held on January 23, 2014 was attended by about 25 citizens.
      
IMPACT IF APPROVED: The City will complete the construction plans for the first construction section of Pioneer Parkway Extension from Radnor Road to Villa Lake Avenue (extended).
 
IMPACT IF DENIED:  The project will not progress. The federal funding could be vulnerable to retraction.
