Communication from the City Manager and Director of Community Development with a Request to Concur with the Recommendation from the Planning and Zoning Commission and Staff to ADOPT an ORDINANCE Approving a SPECIAL USE in a Class C-2 (Large Scale Commercial) District for Adult Use Cannabis Dispensary for the property located at 3125 NORTH UNIVERSITY STREET (Parcel Identification No. 14-29-376-021), Peoria, Illinois. (Council District 2).

 

Body

BACKGROUND:  The petitioner, Mark D. Walton, on behalf of Ron DiGiacomo of Trinity M.M.J., LLC is requesting to obtain a Special Use for an Adult Use Cannabis Dispensary.  Trinity M.M.J., LLC currently operates an approved Medical Cannabis Dispensary from the subject site.  The request would allow Adult Use Cannabis Dispensary from the same tenant space. 

 

The Planning & Zoning Commission found that the request met the Findings of Fact and voted 7-0 to approve the request with the following conditions:

1.                     Replace R7-8 sign for each of the two existing accessible parking spaces.

2.                     Any unscreened refuse dumpsters must be screened pursuant to City Code Chapter 13, Section 40.b.

3.                     Landscaping shall meet alternative landscaping provisions.

NEIGHBORHOOD CONCERNS (at the Planning & Zoning Commission meeting): None.

                     

IMPACT IF APPROVED: The existing medical cannabis dispensary would also be the use for allowed adult use cannabis dispensary, subject to State of Illinois Compiled Statutes and City of Peoria licenses and business regulations. Specific site improvements will accompany the use.

 

IMPACT IF DENIED:  The use at the site will remain the same, retail sales of cannabis for medical purposes only.
