Communication from the City Manager and Director of Public Works with a Request to APPROVE the LOW BID and Award a CONTRACT to STARK EXCAVATING, for the OLD BIG HOLLOW BRIDGE REHABILITATION, in the Amount of $315,105.50, with an Additional Authorization of $31,510.50 (10%) for Contingencies, for a Total Amount of $346,616.00. (Council District 4)

BACKGROUND:  The Bridge on Old Big Hollow Road over Big Hollow Creek is inspected bi-annually. During the inspection in 2021, several repairs were noted that need to be addressed to maintain the existing bridge. These included failing expansion joints at each end of the bridge, exposed rebar, spalling concrete, and guardrail no longer attached to the structure. The failures at the expansion joints resulted in a large hole in the deck that has been covered with steel plates. Due to the need for repairs, the project was budgeted in the 2023 CIP.

 

The plans and specifications were prepared by Hanson Professional Services Inc. The Advertisement for Bids for this project was published in the Peoria Journal Star and on the City’s website. Public Works opened bids on June 1, 2023, with 2 bids received.

This is a small project, so it is reasonable that the bid prices are higher than the engineer’s estimate. In addition, with the current bidding environment, the project was budgeted at $300,000 for construction. If the project is delayed, the cost to replace the structure will be three (3) times as much. Therefore, it is in the city’s best interest to move forward with the project.

 

Stark Excavating, Inc. is a local business that has successfully performed work for the city in the past.

 

The subcontractor utilization statement submitted by the Stark Excavating, Inc. proposes that the company will be utilizing the following: 

                     MBE subcontractor: Kadilex Construction Inc. for rebar 2.0% and Millennia Professional Services for QCQA 0.7%, for a total of 2.7% of the contract amount.  The City’s MBE goal is 10%.

                     WBE subcontractor: JD Traffic for Traffic Control 3.4% of the total contract amount. The City’s WBE goal is 5%. 

 

On a past project MacArthur Bridge, the contractor’s minority and female workforce utilizations were 11.30% minority (18% goal) and 2.92% women (3% goal).

 

Documentation was reviewed and approved by the Chief Diversity and Inclusion Officer.

 

FINANCIAL IMPACT:  The project is funded through the Community Investment Plan Project Bridge Repairs - Big Hollow Bridge and project number B2301.

 

NEIGHBORHOOD CONCERNS:  The residents along this street must cross this bridge to enter their neighborhood and access their property. The bridge needs to be repaired before a minor issue turns into an issue that would require complete replacement. Also, the temporary plates can be a hazard, so a more permanent solution is required.

                     

IMPACT IF APPROVED: The project will be awarded and the bridge will be repaired.

 

IMPACT IF DENIED:  The bridge will not be repaired at this time and will continue to deteriorate, which may lead to a more costly need for replacement in the near future.

 

ALTERNATIVES:  as directed by Council.
