Communication from the City Manager and Director of Public Works with a Request to APPROVE the Low BID of J.C. DILLON, INC., and Award a CONTRACT, in an Amount Not to Exceed $200,000.00, from the Base Bid of $41,276.40, for the CONCRETE REPAIRS CONTRACT - 2023. (All Council Districts)

BACKGROUND:  Public Works proposes a concrete repair contract similar to the annual storm sewer repair contract.  A similar contract was used in 2014 (14-325), 2016 (16-216) and 2021 (21-263). This contract would eliminate the delays experienced waiting for the design, bidding, letting and Council approval of individual contracts for each project.

 

Repairs may include improvements to pedestrian facilities, traffic-calming projects and other concrete repairs. The repairs will be designed “in the field” and paid based on the time and materials bid. This is an opportunity for the Public Works Engineering Division to limit design costs and be more responsive to the needs of our community.

 

Public Works prepared the contract specifications, and bids were received on March 23, 2023, with two bids received, as follows:

Engineer’s base estimate:   $55,000

 

The base bid represented quantities we would expect to see on three small projects and covers typical pay items we expect to see throughout the contract. Traffic Calming requests continue to be processed. In addition, this contract will be used for concrete repairs at various facilities. In order to address as many requests as possible, staff recommends increasing this project to $200,000.00. Staff expects to spend $100,000.00 in 2023 and $100,000.00 in 2024 with a contract extension.

 

J.C. DILLON, INC. is a local business that has successfully performed work for the city in the past.

 

The subcontractor utilization statement submitted by J.C. Dillon, Inc. proposes that the company will be utilizing the following:

                     MBE subcontractors: Kerry Brown Trucking for trucking to work toward meeting the City’s MBE goal of 10%.

                     WBE subcontractors: Alexander Brothers for trucking to work toward meeting the City’s  WBE goal is 5%.

 

On a past project STORM DRAINAGE REPAIR ANNUAL CONTRACT 2022, the contractor’s minority and female workforce utilizations were 29.60% minority (18% goal) and 0% women (3% goal).

 

The Contractor agreed to make a good faith effort to achieve 10% Minority Business Enterprise subcontracting with Trucking throughout the life of the project. Furthermore, the Contractor will make a good faith effort to meet the 18% minority utilization and 3% female utilization in hours worked on the project.

 

Documentation was reviewed and approved by the Chief Diversity and Inclusion Officer.

 

FINANCIAL IMPACT:  The project is funded through the Community Investment Plan Project Neighborhood Traffic Calming, project number R2306, and Sidewalks and ADA Ramps, project number 2316, Fire Station 20 $25,000 project number F2213 and Police Substation 2 $11,000 Project number A2211.

 

NEIGHBORHOOD CONCERNS:  Safety and liability can be addressed for the pedestrian infrastructure. As well, the Neighborhood Traffic Calming will be put into place per the neighborhood’s requests and approved petitions.

                     

IMPACT IF APPROVED: Concrete repairs will be constructed and completed within reasonable time.

 

IMPACT IF DENIED:  Concrete repairs will not be constructed, and the Neighborhood Traffic Calming and some Sidewalks and ADA Ramps will be deferred or cancelled. If deferred, and approved later in 2023, the construction costs may be adversely affected as prices increase.

 

ALTERNATIVES:  As Council directs.
