Communication from the City Manager and Director of Public Works with a Request for the Following:  (Council District 5)

 

A.                     APPROVE a Local Agency AGREEMENT for Federal Participation with the ILLINOIS DEPARTMENT OF TRANSPORTATION to Request 90% Federal Funding (not to exceed $1,400,000.00) for the RADNOR ROAD/ALTA LANE Intersection Improvement Project; and

 

B.                     APPROVE a RESOLUTION Authorizing the City’s Estimated Minimum Local Agency Funding Match ($1,600,000.00), Subject to the Approval of the Illinois Department of Transportation, for the RADNOR ROAD/ALTA LANE Intersection Improvement Project.

BACKGROUND:  A new, modern roundabout will be built at the intersection of Alta Road and Radnor Road. This project has been in the planning stages for several years, and is scheduled to be included on the Illinois Department of Transportation’s (IDOT’s) April 28, 2017 letting (bid opening). Funding for the project includes a highway safety grant (the subject of this communication), an economic development grant, contributions from Peoria County and developers, and motor fuel tax revenues.

 

Construction for the new, modern roundabout will begin in June, 2017, and, weather permitting, the project should be substantially completed by December 15, 2017. Some minor items, such as landscaping, will be completed in spring, 2018.

 

The maximum IDOT funding, per the attached agreement is 90% of the construction cost, not to exceed $1,400,000. The estimated construction cost is $3,000,000; therefore, the City share of construction costs is estimated to be $1,600.000. The attached resolution committing the $1,600,000 in City funding is required by the agreement.

FINANCIAL IMPACT:  The city’s matching funds for this project come from the Community Investment Project Radnor Rd/Alta Lane Intersection Improvement, project E06015.
