Communication from the City Manager and the Community Development Director with a Request to Commit to Allocate $200,000 in Community Development Block Grant (CDBG) funds over the 2014 - 2017 Budget Years as Match for the PEORIA CITY-COUNTY HEALTH DEPARTMENT HUD LEAD HAZARD CONTROL GRANT APPLICATION. BACKGROUND: The Peoria City-County Health Department was been successful in obtaining Lead Hazard Control grants from the US Department of Housing & Urban Development. They are in the process of applying for the next round of funding (2015 - 2017) and have approached the City with a request for matching funds. The total grant application request is $3.5 million. The City has provided matching funds for the past applications using CDBG funds. This request would once again utilize CDBG funds.
Lead-based paint poisoning is a significant health concern for children living in older houses. Almost all housing built prior to 1978 has some lead-based paint, with the percentage increasing as the housing stock gets older. The ingestion of lead-based paint by children can lead to significant mental and physical disabilities, and in some cases death. The purpose of this program is to provide mitigation of lead-based paint hazards in older housing stock with children present.
In addition to the match dollars, the City has been able to layer the Lead Hazard Control program with some of our existing housing rehabilitation programs (Roof Repair, Emergency Rehabilitation, etc.) to provide additional match. We will continue to layer these programs as opportunity presents.
The table below indicates the number and location of housing units that have been provided with this service over the past few years. By leveraging several millions of dollars with the CDBG match, the partnership between the Health Department and the City can reach many more housing units than without the grant.

FINANCIAL IMPACT: $50,000 in CDBG funds have already been budgeted as match. The $150,000 balance cannot be budgeted until it is received by the City.
