A.      APPROVE a RESOLUTION Designating TOWNLINE ROAD (Allen Road to University Street) and ALLEN ROAD (Route 6 to Townline Road) as CLASS II TRUCK ROUTES;
 
B.      ADOPT an ORDINANCE Amending the City of Peoria CAPITAL FUND BUDGET for the Fiscal Year 2014 to Recognize the Receipt of TRUCK ACCESS ROUTE PROGRAM (TARP) Funds from the Illinois Department of Transportation, in the Amount of $40,500.00, for the TOWNLINE ROAD CONSTRUCTION PROJECT and the Correlating Increase in Project Expense;

Body
BACKGROUND:
A.      As to Item A above, Public Works Staff submitted a request for funds from IDOT'S FY 2014 Truck Access Route Program (TARP). IDOT notified the City that a total of $67,500 would be awarded if the segment of Townline Road from Allen Road to University Street, would be improved and the City Council would adopt a Resolution to upgrade Townline's designation to a Class II Truck Route. The current classification of Allen Road and Townline Road allows for a 73,280 pound vehicle. A Class II Truck Route will permit 80,000 lb vehicles to access the roadway. The designation of the truck route must start and terminate at State-recognized routes. For the Townline Road designation request, the truck route will start at the eastbound ramp terminal to IL Route 6, run south on Allen Road, go east on Townline Road, and terminate onto University Street (FAU 6593). Since the Townline Road project has scaled back, slightly, from a 0.5 mile (1.5 lane miles) project to a 0.3 mile (0.90 lane miles) project, IDOT will allow only a portion of the original $67,500 TARP funds to be released to the City for the roadway improvement. The ratio to be applied is 60% of the original lane miles, or 60% of $67,500: $40,500.
 
B.      As to item B above, the attached ordinance amending the budget recognizes the receipt of $40,500.00 of TARP funds for the Townline Road Construction Project as well as the increase in the project budget.
 
C.      As to Item C above, Council authorized a contract to Illinois Civil Contractors, Inc. on June 24, 2014 Item # 14-254(B) in the amount of $1,022,617.12 (base bid) plus contingency of $51,130.86, for a total award of $1,073,747.98. The original contingency was 4.76% of the base bid. The additional $40,500 TARP funding would provide additional contingency for this project. Should Council authorize this additional contingency funding, the total authorized will be 8.22% which is well within the usual City staff recommended 10% contingencies for capital projects.
 
D.      The attached Truck Access Route Program Agreement in Item D above will authorize the additional $40,500 for construction. Refer also to MFT Resolution #14-005(A) and First Supplemental MFT Resolution #14-254 (A).
 
 
 
FINANCIAL IMPACT: The Townline Road Reconstruction project will be funded utilizing the following:

NEIGHBORHOOD CONCERNS:  Area businesses have been notified of the project and its progression. The first public meeting was held at Peoria Production Shop, 2029 W. Townline Road, on March 18, 2014. A newsletter was mailed to affected property owners on June 27th, and updates on the construction phasing and projected timelines will be provided to the area businesses.
      
IMPACT IF APPROVED:  Staff will coordinate the final paperwork with IDOT to secure the FY 2014 TARP funds for the 2014 Townline Road Reconstruction Project.
 
IMPACT IF DENIED:   Construction will occur, but the original, low-limit contingency will be the only funding to assist in construction.
