Communication from the City Manager and Director of Public Works Regarding the ADAMS AND JEFFERSON SIGNAL UPGRADE / ONE-WAY TO TWO-WAY CONVERSION PROJECT (ADAMS STREET from WILLIAM KUMPF BOULEVARD TO HAMILTON BOULEVARD, and JEFFERSON AVENUE from WILLIAM KUMPF BOULEVARD to FAYETTE STREET), with a Request for the Following: (Council District 2)

 

A.                     APPROVE a LOCAL AGENCY AGREEMENT for Federal Participation with the ILLINOIS DEPARTMENT OF TRANSPORTATION (IDOT) to Request 90% HSIP Federal Funding, in an Amount Not to Exceed $1,804,551.00; and,

Body

BACKGROUND: Adams Street and Jefferson Avenue through downtown have been one-way for a long time. The one-way couple is efficient for moving vehicles through the area but is not business or pedestrian friendly. This project includes traffic signal conversations as well as complete streets concepts including curb bump-outs to improve pedestrian safety.

 

The total construction cost is estimated at $11 million, and the cost is supported by approximately $1.8 million in federal funding.

 

Item A of this communication is the Local Agency Agreement with IDOT that provides Highway Safety Improvement Program (HSIP) federal funding in the amount not to exceed $1,804,551.00 and a City contribution of $9,195,449.00. The construction contract must be let by IDOT by August 2023 to guarantee the $1,804,551.00 in federal funding.

 

Item B is a Resolution required by IDOT, pledging the City’s share in the amount of $9,195,449.00 or as much as may be needed to match the required funding to complete the improvements, as stated in Item B.

 

Item C is a Resolution to fund part of the City’s share of construction with the State Motor Fuel Funds allocated in the 2023 budget. 

 

Item D is an Agreement with IDOT for IDOT to reimburse the City for the estimated construction cost for improvements in the not to exceed amount of $47,679.00 for the work along Illinois Route 40 (William Kumpf Boulevard), which is under IDOT’s jurisdiction. This work includes work at the Jefferson Avenue intersection, the Adams Street intersection, the Fayette Street intersection at Jefferson and the Adams Street intersection at Hamilton Boulevard intersection.

NEIGHBORHOOD CONCERNS: Public meetings for this project were held on October 15, 2015, June 22, 2020, and July 6, 2022. In addition, several stakeholder meetings were held with property owners along the corridor. The project design incorporated the public input received.

 

IMPACT IF APPROVED: The required documents will be in place for the project to be included on IDOT’s June 2023 letting, and the federal funding will be secured. Construction will begin in early fall, 2023.

 

IMPACT IF DENIED:  The required documents will not be in place for the project to be included on IDOT’s June 2023 letting, and the construction start date will be delayed. If the project funding is not obligated by July 2023, the federal funding will be jeopardized.
