Title
Communication from the City Manager with a Request to Adopt an ORDINANCE Amending CHAPTER 2 of the CODE of the City of Peoria Pertaining to the Creation of the PEORIA PUBLIC ARTS ADVISORY COMMISSION.

Body
BACKGROUND:  The City has recently been approached by a number of organizations regarding the use of public property and right-of-way as locations for art installations.  In reviewing the best practices of similar communities in Illinois and nationwide (including Urbana, IL; Oak Park, IL; and Sioux Falls, SD), it was apparent that most communities create a public arts commission to help advise its City leadership on such matters as well as develop policies that encourage arts in the community.

Staff is recommending the creation of a seven-member Peoria Public Arts Advisory Commission. The attached ordinance outlines the membership of the Commission:

·      The Executive Director of ArtsPartners of Central Illinois
·      The Executive Director of the Peoria Art Guild
·      Two artists who are residents of the City
·      One resident of downtown or the Warehouse District
·      One representative of a business located downtown or in the Warehouse District
·      One at-large member

The Commission will meet as required to review requests for public art installations.  In concert with a review from City staff (Public Works and Legal), the Commission will make a formal recommendation to the City Council.  Final decision to accept any art will rest with the City Council.  The Commission may meet, regularly or as needed, to discuss other initiatives.

FINANCIAL IMPACT:  None.

NEIGHBORHOOD CONCERNS:  At its October 10, 2013 meeting, the Downtown Advisory Commission recommended that the City explore a formal public art policy, of which the creation of an Advisory Commission was a widely accepted best practice. The creation of this Commission will provide an additional venue in which citizens can air their concerns.

IMPACT IF APPROVED: The Commission will be created and the Mayor will begin making appointments.

IMPACT IF DENIED:  The Commission will not be created.

ALTERNATIVES: None.

EEO CERTIFICATION NUMBER: Not applicable.

WHICH OF THE GOALS IDENTIFIED IN THE COUNCIL'S 2014 - 2029 STRATEGIC PLAN DOES THIS RECOMMENDATION ADVANCE?

1. Vibrant Downtown: Riverfront/ Central Business District/ Warehouse District
2. Attractive Neighborhoods with Character: Safe and Livable

WHICH CRITICAL SUCCESS FACTOR(S) FROM THE COMPREHENSIVE PLAN DOES THIS RECOMMENDATION IMPLEMENT?

1. Reinvest in neighborhoods.
