Communication from the City Manager and Director of Public Works with a Request for the Following:

 

A.                     ADOPT an ORDINANCE Amending the CITY OF PEORIA 2018-2019 BIENNIAL BUDGET Relating to the Capital Fund to Recognize the Receipt of a Private Donation through the DOWNTOWN DEVELOPMENT CORPORATION and Corresponding Expenditures for the RIVERFRONT VILLAGE DEMOLITION PROJECT, in the Amount of $1,584,000.00.

 

B.                     ACCEPT the LOW BID from N.E.FINCH CO. and Award a Construction CONTRACT, in the Amount of $1,584,000.00, for the Base Bid of $1,440,000.00 plus 10% for Contingency, for the RIVERFRONT VILLAGE DEMOLITION PROJECT.

BACKGROUND:  On July 11, 2016, the Downtown Development Corporation DDC announced their plans to acquire full property rights to Riverfront Village from Riverfront Village Developers LLC in order to convert this key piece of land into part of a new linear park along the Illinois River.  The DDC transferred the acquired development rights and physical property to the City of Peoria following approval of the Riverfront Cooperation Agreement by City Council on August 23, 2016. The City also began a public outreach campaign to discuss plans for an active park from the Bob Michel Bridge to the Riverplex. The public outreach also included discussion on what should go on the Riverfront Village site.

 

This contract is for demolition of the structure, grading and seeding of the area, storm sewer work, and electrical work. This project also includes construction of additional parking at the Martini’s lot, Liberty Street and at the clock tower to address concerns from the public about parking. This contract does not include construction of the active park. The construction of the active park will come at a later date.

 

Through multiple public meetings and input, two alternatives were developed and put out to bid (see attachments).  Staff’s recommendation is to construct alternative one.

 

TERRA Engineering prepared the contract plans and specifications and bids were received on January 11, 2018 with four bidders submitting. The results are shown below:

Iron Hustler’s bid had multiple missing unit prices so it was deemed unresponsive.

 

Staff recommends awarding the base bid.

 

N.E. Finch Co a local business that has successfully performed work for the City in the past.

 

The Good Faith Efforts documentation has been submitted by N.E. Finch Co. The company will be utilizing one Minority Business Enterprises to provide trucking services equaling 9.3% of the total contract amount.  Additionally, two Women Business Enterprises will provide landscaping and layout services equaling 3.3% of the total contract amount.

 

FINANCIAL IMPACT:  The project will be funded through a private donation to the Downtown Development Corporation who will pay the City for the demolition.

 

NEIGHBORHOOD CONCERNS:  Over the last several years, the City has been focused on making Downtown, the Riverfront and the Warehouse District more vibrant. Removing Riverfront Village and eventually constructing an active park will help the City meet this goal.

                     

IMPACT IF APPROVED: Riverfront Village will be demolished and parking areas will be constructed.

 

IMPACT IF DENIED:  Riverfront Village will be demolished and parking areas will not be constructed.
