Communication from the City Manager and Corporation Counsel with a Request to ADOPT Either ORDINANCE "A" or ORDINANCE "B" SETTING COMPENSATION for ELECTED OFFICIALS of the City of Peoria.

BACKGROUND: 50 ILCS 145/2 and 65 ILCS 5/3.1-50-5 and 10 provides for Elected Officials' compensation to be set 180 days before the beginning of a new term.  That deadline is November 4, 2014, for the 2015 Election of At-Large Council Members.  Compensation may not be increased or decreased during an Elected Official's term.  Attached is Ordinance "A" setting forth proposed compensation for At-Large Council Members beginning May 5, 2015, and District Council Members beginning May 2, 2017, and Ordinance "B" setting forth proposed compensation for only At-Large Council Members beginning May 5, 2015. If Ordinance "B" is adopted, compensation will be set by Council action for District Council Members in October 2016.
 
This proposed increase proposed in Ordinance "A" is to minimize the effect of the cumulative effect of the rate of inflation over the last six years, since the last salary increase.  A salary survey of 31 cities was conducted during the past two months. Cities in Illinois, the Midwest, as well as Florida, California, and Texas of similar population were used, and these were the same cities the City of Peoria has used to compare salaries over the last fifteen or more years. The survey showed that all salaries had increased in the past six years.
 
Please note this does not affect any current Council Members.  An individual would have to run and be elected in April 2015 to qualify for compensation.  Periodic salary adjustment is warranted to encourage qualified individuals to run for elected office.   
 
FINANCIAL IMPACT:  Compensation must be included in the 2015 Budget and future years.

IMPACT IF APPROVED:  Elected Officials will receive compensation as outlined.
 
IMPACT IF DENIED:  Compensation must be set by Ordinance, so if no Ordinance is adopted, Council Members will receive no compensation.  The effect of either Ordinance is a decrease in compensation due to the compounding rate.
