A.      Approve a LOCAL AGENCY AGREEMENT for the JURISDICTIONAL TRANSFER of RADNOR ROAD, From 350 Feet South of ALTA LANE Northerly to WILHELM ROAD, from the County Highway System to the Municipal Street System;

BACKGROUND:  Peoria County and the City of Peoria entered into an Intergovernmental Agreement on April 4, 2006 (Item 05-691) for the improvement, upgrade, maintenance, and jurisdictional transfer of Radnor Road and Wilhelm Road.  The agreement states that, once all improvements are made, Radnor Road and Wilhelm Road are to be transferred to the City of Peoria. To date, all of the improvements specified in the agreement have been completed, except for the construction of the intersection of Radnor Road at Alta Lane.  This intersection improvement is currently under design.  
 
The Metro Peoria Committee has determined that the transfer of Radnor Road and Wilhelm Road to the jurisdiction of the City of Peoria, before the completion of the intersection of Radnor Road at Alta Lane, is in the best interest of both agencies.  The Intergovernmental Agreement states that the County shall pay $199.00 per lineal foot of improvements for the construction of Radnor Road.  Currently 650 feet of Radnor Road at the intersection with Alta Lane remains to be improved, placing the County cost of the intersection improvement at $129,350.00.
 
On July 10, 2014, the Peoria County Board unanimously approved a Resolution to jurisdictionally transfer these road segments to the City.
 
The attached City Ordinance allows for the jurisdictional transfer of Radnor Road and Wilhelm Road immediately upon approval by IDOT.  The Ordinance also allows for the receipt of $129,350.00 from Peoria County to be paid to the City of Peoria for the County's portion of the Radnor Road/Alta Lane intersection improvement.
 
Attachments to this communication are: an Ordinance, IDOT Form BLR 05212 "Local Agency Agreement for Jurisdictional Transfer" for each road segment including maps, and the July 10, 2014 Peoria County Resolution.
 
FINANCIAL IMPACT: The City will receive $129,350 towards the improvement of the Radnor/Alta intersection.
 
NEIGHBORHOOD CONCERNS:   The transfer of ownership from County to City will not affect the neighborhoods.
      
IMPACT IF APPROVED:  The City will take jurisdiction of the subject roads, and will receive funds from Peoria County to be used for the Radnor/Alta intersection improvement.
 
IMPACT IF DENIED:   The intent of the 2006 agreement will not be followed.
