Communication from Council Member Sid Ruckriegel with a Request for the Following:

 

A.                     APPROVE a RESOLUTION Excluding CITY COUNCIL MEMBERS from Participation in IMRF;

 

B.                     APPROVE a RESOLUTION Excluding CITY COUNCIL MEMBERS from Participation in a CITY OF PEORIA HEALTH PLAN; and

 

C.                     ADOPT an ORDINANCE Setting the COMPENSATION for Certain ELECTED OFFICIALS of the City of Peoria.

 

Body

BACKGROUND:  Due to the current financial situation of the City, the City Council has required City employees to take five furlough days resulting in a majority of City employees taking a reduction in salary. In addition, the City Council has approved lay-offs of union and non-union employees. In light of these facts, it is my opinion that the compensation of Council Members should be reduced as well. However, since the compensation of elected officials cannot be modified during their term, the suggested modification detailed in the Ordinance cannot occur until the new “at large” Council Member’s terms begin on May 2, 2019. In addition, it is my opinion that since City Council Members do not satisfy the minimum hourly requirements for participation in IMRF or the City’s Health Plan, City Council Members should not be allowed to participate in either effective January 1, 2019.

 

FINANCIAL IMPACT:  There will be savings derived by the City if these modifications are adopted.

IMPACT IF APPROVED: The compensation of “At Large” Council Members taking office on May 2, 2019 will be reduced and City Council Members will, after January 1, 2019, no longer participate in the City’s Health Plan or IMRF.

 

IMPACT IF DENIED:  The compensation of “At Large” Council Members taking office on May 2, 2019 will not be reduced and City Council Members will be allowed to continue to utilize the City’s Health Plan and participate in IMRF.
