Communication from the City Manager and Director of Public Works with a Request to APPROVE the LOW BID of R.A. CULLINAN, A DIVISION OF UCM, INC. in the Amount of $610,480.85 and Award a CONTRACT for the NEBRASKA AVENUE OVERLAY PROJECT 2023, with an Additional Authorization of $ 61,019.15 (10%) for Contingencies, for a Total Contract Award of $ 671,500. (Council District 1)

BACKGROUND: Public Works reviewed streets throughout the city and identified Nebraska Avenue between the I-74 bridge and University as a candidate for mill and overlay. Mill and overlay means that the existing asphalt pavement will be removed and new asphalt pavement will be placed. The existing hot-mix asphalt pavement has a PCI of 30. The driving lane pavement includes 3” of hot-mix asphalt over a concrete base. All the asphalt will be removed and replaced.
The reconstruction of concrete portion of Nebraska Avenue from Sterling Avenue to the I-74 bridge will be a separate project.
The plans and specifications were prepared by Hanson Professional Services Inc. The Advertisement for Bids for this project was published in the Peoria Journal Star and on the City’s website. Public Works opened Bids on March 23, 2023, with 1 bid received.

R.A. CULLINAN is a local business that has successfully performed work for the city in the past.
The subcontractor utilization statement submitted by the R. A. Cullinan proposes that the company will be utilizing the following:
• MBE subcontractors: Lizz Trucking for trucking 0.34% of the total contract amount The City’s MBE goal is 10%.
• WBE subcontractors: C and G Concrete Construction for Curb and gutter work (1.47%), JD Traffic, Inc. for traffic control materials and layout (1.88%), and Rob Johnson Trucking for trucking (0.34%) for a total of 3.69% of the total contract amount The City’s WBE goal is 5%.
On a past project PROSPECT RAOD MILL & OVERLAY, the contractor’s minority and female workforce utilizations were 15.81% minority (18% goal) and 4.70% women (3% goal).
Documentation was reviewed and approved by the Chief Diversity and Inclusion Officer.
FINANCIAL IMPACT: The project is funded through the Community Investment Plan Project Roadway Infrastructure Projects, project number R2316.
NEIGHBORHOOD CONCERNS: Roads in good conditions are a benefit to the neighborhood. The City has received several complaints over the last few years about the condition of Nebraska Avenue.
IMPACT IF APPROVED: Project will be awarded and completed in the summer 2023.
IMPACT IF DENIED: The project will not be constructed, and Nebraska Avenue’s condition will continue to decline. The CIP project funding will go to another project.
ALTERNATIVES: As Council directs.
