E.                     ADOPT an ORDINANCE Approving a SPECIAL USE in a Class R-4 (Single-Family Residential) District for TOWNHOMES for the property located at 1508 and 1512 W ANTOINETTE STREET (Parcel Identification Nos. 18-17-176-001 and 18-17-176-002), Peoria IL. (Council District 1)

 

Body

BACKGROUND:  Jane Genzel of Peoria Opportunities Foundation, is proposing to develop affordable housing sites that includes townhomes and apartments at S Shelley St/W Antoinette St/S Summer Ave (near St Ann’s Church).  The properties are city-owned having been acquired through the Land Bank program.  The proposed developments align with the Southside Revitalization Plan and MacArthur Corridor plan as part of the Near Southside Housing Needs Assessment and Community Revitalization Plan.  In total, this project will add approximately 50 new units of affordable housing and some additional commercial space in area code 61605.

 

Due to the different zoning actions needed, this project is further separated into five site specific cases:

 

a)                     939, 943, 951 and 957 S SHELLEY STREET - Rezoning request of property .56 acres in size from Class R-4 (Single Family Residential) District to a Class R-8 (Multi-Family Residential) District to develop an apartment building. 

 

At the December 1, 2022 public hearing, The Planning & Zoning Commission found that this request, in case PZ 1150-2022, met the Findings of Fact and voted 5 to 0 to APPROVE.

 

b)                     920, 926, 934 and 938 S SHELLEY STREET - Special Use request for approval of townhomes with a density waiver from 11.62 dwelling units per acre to 34.8 dwelling units per acre.  Townhomes within the R-4 (Single-Family Residential) District require special use approval.

 

At the December 1, 2022 public hearing, The Planning & Zoning Commission found that the request, in case PZ 1152-2022, met the Findings of Fact and voted 5 to 0 to approve the request subject to the following conditions:

1.                     All remaining zoning regulations shall be met.  An amendment to the special use shall be required if additional waivers are requested at time of development.

2.                     Add one bicycle parking space.

 

c)                     948, 952 and 956 S SHELLEY STREET and 1503 and 1507 W ANTOINETTE STREET - Rezoning request of property .56 Acres in size from Class R-4 (Single-Family Residential) District to Class R-8 (Multi-Family Residential) District to develop an apartment building.

 

At the December 1, 2022 public hearing, The Planning & Zoning Commission found that this request, in case PZ 1153-2022, met the Findings of Fact and voted 5 to 0 to approve.

 

d)                     921, 925, 927, 929 and 933 S SUMNER AVENUE - Special Use request for approval of townhomes with a density waiver from 11.62 dwelling units per acre to 34.5 dwelling units per acre.  Townhomes within the R-4 (Single-Family Residential) District require special use approval.

 

At the December 1, 2022 public hearing, The Planning & Zoning Commission found that the request, in case PZ 1054-2022, met the Findings of Fact and voted 5-0 to approve the request subject to the following conditions:

1.                     All remaining zoning regulations shall be met.  An amendment to the special use shall be required if additional waivers are requested at time of development.

2.                     Add one bicycle parking space.

 

e)                     1508 and 1512 W ANTOINETTE STREET - Special Use request for approval of townhomes with a density waiver from 11.62 dwelling units per acre to 31.6 dwelling units per acre.  Townhomes within the R-4 (Single-Family Residential) District require special use approval.

 

At the December 1, 2022 public hearing, The Planning & Zoning Commission found that the request, in case PZ 1155-2022, met the Findings of Fact and voted 5-0 to approve the request subject to the following conditions:

1.                     All remaining zoning regulations shall be met.  An amendment to the special use shall be required if additional waivers are requested at time of development.

2.                     Add one bicycle parking space.

FINANCIAL IMPACT:  None

 

NEIGHBORHOOD CONCERNS (at the Planning & Zoning Commission Meeting): One citizen spoke in favor of the proposed rezoning and townhouse development on Shelley and Antoinette Streets.  Another citizen expressed a desire for a park instead of apartments on W Antoinette St due to the loss of a family member.  Jane Genzel noted that the family member could be memorialized at the site. 

 

IMPACT IF APPROVED:  The properties will be rezoned to the specifically mentioned district or special uses will be approved as detailed.

 

IMPACT IF DENIED:  The properties will not be rezoned to the specifically mentioned district and special uses will not be approved as detailed.

 

ALTERNATIVES:  The properties may still be developed pursuant to the existing zoning classifications.
