ACTION REQUESTED: 

Title

Communication from the City Manager and Interim Chief of Police Regarding Body-Worn Cameras with a Request for the Following:

 

A.                     APPROVE an INTERGOVERNMENTAL AGREEMENT between the City of Peoria and the PEORIA COUNTY SHERIFF AND COUNTY OF PEORIA;

 

B.                     APPROVE an INTERGOVERNMENTAL AGREEMENT between the City of Peoria and the CITY OF EAST PEORIA; and

 

C.                     APPROVE an INTERGOVERNMENTAL AGREEMENT between the City of Peoria and the PEORIA PARK DISTRICT.

 

Body

BACKGROUND:  The City of Peoria has entered into a contract with VieVu, LLC, a limited liability organized under the laws of the State of Washington, to provide a body worn camera solution for the above listed agencies and the City of Peoria for a period of 5 years.

 

On October 10, 2017, City Council approved the acceptance of the FY 2017 Body-Worn Camera Policy and Implementation Program grant award from the Department of Justice (DOJ) and Bureau of Justice Assistance (BJA), in the amount of $253,005.00 (Award No. 2017-BC-BX-0034).  The award is the result of a collaborative effort by the Peoria Police Department, Peoria County Sheriff’s  Office, East Peoria Police Department, and Peoria Park District Police; whereas, collectively, the City of Peoria and partnering jurisdictions will be required to match funding in the amount $256,390.00.

 

On August 28, 2018 the Peoria City Council approved a 5 year agreement for a complete Body Worn Camera solution including all hardware, software, storage, and redaction with VieVu LLC., Simply Group LLC, CDW-Government, Dell, and Cubic Mission Systems.

 

Previously, the Peoria Park District, the Peoria County Sheriff, the County of Peoria, and the City of East Peoria each approved an Intergovernmental Agreement with the City of Peoria regarding the above mentioned award.  See attached agreements.

 

 

FINANCIAL IMPACT:  Each governmental agencies portion of the equipment to be allocated and the cost to each governmental agency associated with project implementation and continuance is as follows:

 

-                     Peoria County Sheriff’s Office:

Allocated portion of Body Worn Cameras (65 total) and costs associated with the project.

 

o                     Year 1 - $34,310.60

o                     Year 2 - $5,718.44

o                     Year 3 - $5,718.44

o                     Year 4 - $5,718.43

o                     Year 5 - $5,718.43

 

-                     City of East Peoria:

Allocated portion of Body Worn Cameras (45 total) and costs associated with the project.

 

o                     Year 1 - $11,918.80

o                     Year 2 - $8,662.20

o                     Year 3 - $8,662.20

o                     Year 4 - $8,662.20

o                     Year 5 - $8,662.20

 

 

 

-                     Peoria Park District:

Allocated portion of Body Worn Cameras (10 total) and costs associated with the project.

 

o                     Year 1 - $8,948.11

o                     Year 2 - $972.03

o                     Year 3 - $972.03

o                     Year 4 - $972.02

o                     Year 5 - $972.02

 

NEIGHBORHOOD CONCERNS:  Video evidence has become an integral part of daily police operations in successfully prosecuting criminal offenses, traffic violations, evaluating officer performance, training officers, improving citizen’s relations and customer service.    

 

                     

IMPACT IF APPROVED: The Police Department will be equipped with the technology required for today’s modern patrol environment.  It is anticipated that the implementation of body worn cameras will strengthen community relationships and trust and will foster mutual accountability for citizens and police alike.  Additionally, communities that have successfully implemented body worn camera systems have seen a reduction in citizen complaints and incidents involving use of force. 

 

 

IMPACT IF DENIED:  The Police Department and partnering law enforcement agencies would forgo the opportunity to implement this technology using the awarded federal grant funding, and would face the likelihood of losing the ability to capture critical evidence needed for prosecuting crimes and investigating citizen complaints. Furthermore, community relationships may continue to degrade.
