A.                     APPROVE the LOW BID of KNAPP CONCRETE CONTRACTORS, INC., in the Amount of $710,319.00, for the 2021 SIDEWALK PARTICIPATION PROGRAM. (All Council Districts)

 

B.                     APPROVE a CHANGE ORDER to Deduct $130,319.00 for the 2021 SIDEWALK PARTICIPATION PROGRAM Bid, Due to Value Engineering.

 

C.                     AWARD a CONTRACT for $580,000.00 for the 2021 SIDEWALK PARTICIPATION PROGRAM, with an Additional Authorization of $32,631.67 (5.63%) for Contingencies, for a Total Contract Award of $612,631.67. (All Council Districts)

BACKGROUND:  The Sidewalk Participation Program supports requests from citizens and businesses that are interested in improving the sidewalk, curb, and ADA ramp infrastructure adjacent to their properties. Work under these programs includes replacing eligible defective sidewalks and curbs and constructing small in-fill areas that otherwise would not have sidewalk. These programs include both residential and commercial properties where they improve pedestrian safety and accessibility and can enhance economic development of an area. Sidewalk Participation is a popular program, with requests typically exceeding resources. The City's share of costs for sidewalk replacement is 80%, and the adjacent property owner pays 20%. Income eligibility also assists citizens with more equitable rates if they qualify per Federal HUD guidelines.

 

While the program is popular with property owners, it is not the most efficient type of project to construct. The program accepts locations on a first come first serve basis. Most years, the project locations are spread throughout the city as compared to being grouped by location.

 

Bids for the 2021 Sidewalk Participation Program were advertised in the Peoria Journal Star and on the City’s website. This first bid opening was July 15, 2021 but zero bids were received. The project was then rebid.

 

Bids for the 2021 Sidewalk Participation Program were advertised in the Peoria Journal Star and on the City’s website. Bids were opened on September 21, 2021, with two (2) bids received, as follows:

Staff recommends approving a change order to reduce the bid to $580,000 and awarding a contract for $612,631.67 to accommodate a 5.63% contingency.

 

The Good faith Efforts documentation provided by Knapp Concrete Contractors, Inc. has been reviewed and approved. The company will be utilizing a Minority Business Enterprise (MBE) to provide testing services on an as-needed basis. On the recent Nebraska Avenue Project, Knapp exceeded Workforce Goals utilizing 10.95% female workers and 28.22% minority workers.

 

Engineering for the Sidewalk Participation Program was completed by Farnsworth Group. Staff realignments from the 2018 & 2019 Budgets moved City personnel off this and other sidewalk programs. Farnworth Group personnel had supplemented City personnel on this program in 2020 & 2021.

 

FINANCIAL IMPACT:  Funding for construction will come from the following projects in the 2019, 2020, and 2021 Community Investment Plans: S1902, S2002, S2102, S2005, and S2105.

 

NEIGHBORHOOD CONCERNS:  Citizens request this program to improve their adjacent sidewalks which improves overall neighborhood aesthetics and walkability.

                     

IMPACT IF APPROVED: Staff can proceed with issuing construction contracts to begin construction on the 2021 Community Investment Plan’s Sidewalk Participation Program. 2021 Sidewalk In Need of Repair Program will not be awarded.

 

IMPACT IF DENIED:  The Sidewalk Participation Program will not be awarded.
