Communication from City Manager and Director of Public Works with a Request to Approve the PURCHASE of One (1) New LOADER-MOUNTED SNOW BLOWER from KOENIG BODY & EQUIPMENT Located in Peoria, Illinois, for the Lowest Qualified BID, in the Amount of $81,620.00.

BACKGROUND: The Public Works Department requests the purchase of a loader-mounted snow blower which will aid snow removal in the downtown and outlying areas of the City of Peoria. Over the last five (5) snow seasons, two seasons had record-breaking snowfalls during which traditional snow fighting equipment was not adequate to efficiently remove the snow in the downtown and outlying areas. Public Works Staff learned that local communities like Bloomington/Normal have had much success in their snow fighting efforts through the use of this piece of equipment, which the City of Peoria does not have in its fleet.
The City's Purchasing Division issued six (6) Requests for Proposals and received four (4) responses. The proposals were evaluated according to the specifications bid and the results are as follow:

FINANCIAL IMPACT: The purchase price of $81,620 will be paid from Capital Project CB1319, the Fleet Recapitalization Program.
NEIGHBORHOOD CONCERNS: Unnecessary delays in clearing snow in the highly traveled, congested areas of the City, such as the Central Business District, will be addressed.
IMPACT IF APPROVED: Greater efficiency through decreased response times and reduced labor costs in snow removal efforts will be gained by adding this equipment to the City's fleet.
IMPACT IF DENIED: Snow removal will require additional manpower and equipment.
ALTERNATIVES: Keep current equipment.
